Adaptive Social Project (ASP) aims to ensure that existing social protection systems are more responsive to climate-related and other disasters. This project will support the Government of Indonesia which aims to transform existing social protection schemes into an Adaptive Social Protection system. Within 2 years, it is expected to have gathered sufficient evidence of the potential to reduce the exposure and enhance resilience of vulnerable individuals and communities to climate-related and other disasters by providing faster, more predictable, effective and accountable cash-based assistance before and/or after a disaster.

In this project UNDP will assume a role in strengthening institutional governance and innovative financing based on evidence from pilot interventions. UNDP will work with MoSA, BNPB, KLHK, MoHA and BPS to leverage established methods for Socio-Environmental Vulnerability Assessment to prepare risk profiles for target groups (people with disabilities, indigenous communities, children and aged, women-headed households). UNDP will also facilitate engagement of private sector and philanthropies, which is essential for leveraging innovative financing for ASP.

The Admin Support Consultant will be appointed to support ASP Project and RR Unit conducting administration process. These are expected scope of works/activities that will be carried by consultant:

  • The consultant serves as focal point coordination, monitoring and expedition of project administration
  • The consultant will work closely with procurement country office
  • The consultant will collaborative with programme team on various project activities i.e meetings, workshops and trainings
  • The consultant will lead in preparation of procurement plan and its execution

Institutional Arrangement

  • The consultant will carry out his/her functions under the direct supervision of Technical Analyst. His/her will work closely with admin and procurement to process any request relating with goods and services
  • Any other tasks that are not included above but during the assignment period later deemed important to ensure the quality of the deliverables could be proposed by the incumbent and shall be agreed jointly.

Duration of the Work

The consultant will perform his/her assignment with the following timeline:

  • He/she will have 120 totals of working days from June to November 2020 to complete the assignment.
  • The expected effective working date is started on 1st week of June 2020.
  • He/she should submit the deliverables 1 (one) weeks before the deadline specified in contract to enable the technical officer undertaking proper review within maximum 2 weeks or 14 working days.
  • Delay on submitting report will impact on the completion of works and release of payment

Duty Station

The consultant will be based in UNDP Office (Menara Thamrin), Jakarta

b) Individual Consultant General Terms and Condition (Annex II);

c) The standard Letter of Confirmation of Interest and Availability (Submission Form/Annex III), which you must accomplish and submit to UNDP; and

d) P11 Form that you must complete and submit it duly signed.

Minimum Qualifications

I. Academic Qualifications:

Minimum bachelor’s degree in Accounting, Finance, Management, Public Administration, Economics, Political Sciences, Social Sciences, international relation, or other relevant fields of study would be desirable.

II. Years of experience:

  • Minimum of 3 (three) years experiences involved in handling administration and procurement process.
  • Experience in drafting TOR/Specification/Scope of Work.
  • Experience in web-based system.
  • Experience with operations system, policies and procedures of any International organization.

III. Competencies and special skills requirement:

  • Ensuring the project administration are done with accurate, objective, clear, constructive and timely.
  • Facilitating communication between operation, project and programme staff during the process.
  • Performing related work as assigned by Technical Analyst.
  • Experience in working with less supervision
