Job Description

Your New Opportunity

As Finance and Admin Manager, you will provide leadership, direction and day-to-day management of finance, administration, and human resources for a 15-person office. Build Change’s office has doubled in size over the past year; you will have the opportunity to direct and implement policies for more efficient finance, admin and HR processes. As a member of the in-country management team, you will supervise the Finance and Admin Assistant and work with finance and admin staff at headquarters.

You are excited by the prospect of providing strategic direction to the finance and admin department, but you are also ready to perform daily tasks such as bookkeeping that are required of a small office. You are a self-starter who can prioritize regular admin, finance and HR needs with strategic objectives, delegating as appropriate. You are willing to be Build Change’s SEC Corporate Secretary, and one of Build Change’s bank signatories.

Minimum Qualifications

Our Ideal Candidate:

You have:

  • A bachelor’s degree in finance, accounting or a related field.
  • Minimum 7 years’ experience in finance, administration and/or HR.
  • Strong financial management acumen; in-depth knowledge of cost accounting and local compliance requirements.

Your experience includes:

  • Supervisory experience in support of admin, finance and operational needs.
  • Using computerized accounting software and maintaining manual books of accounts.

You are able to:

  • Establish and implement internal controls, policies, and procedures for finance, administration, HR, and operations.
  • Update and implement all necessary business policies, accounting, and HR practices.
  • Prepare, update and file forms required for office operations, including but not limited to SEC, City of Makati, Barangay San Lorenzo, Philhealth, SSS, Pag-IBIG, BIR, and DSWD.
  • Oversee the procurement of goods and services according to organizational policies. Act as a point of contact with suppliers and vendors, including rental and utilities providers.
  • Serve as Build Change Philippines’s HR focal point. Maintain up-to-date, accurate personnel files and ensure HR compliance with local rules and regulations.
  • Lead general accounting data entry and contribute to financial reporting in an accurate and timely manner. Prepare or contribute to balance sheet accounts, journal entries, monthly closing and financial reports, and bank reconciliations.
  • Coordinate and lead the annual audit process, and liaise with external auditors.
  • Prepare Philippine staff payroll, including tax and fringe benefit computations, payments and submitting remittances to government agencies. Track benefits accumulation and issue pay slips.
  • Provide financial control for purchase requests and payment requests.
  • Manage organizational cash flow (including petty cash management) and forecasting.

You would describe yourself as:

  • A self-starter who takes ownership over deadlines and priorities and is able to multi-task.
  • Highly organized and detail-oriented with a high degree of accuracy.
  • Creative, organized, drama-free, optimistic, flexible, patient, and having a good sense of humor.
  • Fluent in English and Tagalog (written and spoken).
  • Proficient with MS Office Applications, email, and the internet.

And you earn bonus points if you have:

  • Certified Public Accountant (CPA) registered with PRC. PICPA or PAMA registration is a strong plus.
  • Previous experience using Quickbooks.

About Build Change

Founded in 2004, Build Change is a non‐profit social enterprise whose mission is to save lives in earthquakes and hurricanes. We design disaster-resistant houses and schools, train homeowners, builders, engineers and government officials to build them, work with governments to develop and implement building standards, partner with the private sector to improve building materials quality and create jobs, and facilitate access to incentive-based capital for reconstruction and retrofitting by partnering with financing institutions and government subsidy programs. Build Change has been working in the Philippines since 2013, initially providing technical assistance and training for post-disaster housing and school construction programs. Our core operations now focus on pre-disaster programming to mitigate the risk of typhoons and earthquakes, including a retrofit program for residential houses.
