With our company’s quantum expansion and business growth, we are looking for a highly decisive, critical thinker, detail attentive and can multi-task Cost Control Engineer who will be responsible for providing tracks, analyzes, and regulates the expenses of the projects, forecasting of expenditures, budget planning, cost classification by category, tracking man-hours committed to a project, validating subcontractor/suppliers invoices and managing budget-impacting change events.

Task and Responsibilities:

• Prepares cost estimates and collaborates with Engineering & Design Division on variation/change order estimates and cost
• Review and familiarize with the contract and determine the scope of the project.
• Prepares the project budgetary cost of the project and ensure that the project is working within the approved budgetary cost.
• Ensure successful project execution and use productive reports from the establishment of work breakdown structure with the use of project management system to monitor progress of all purchases, invoicing, and delivery up to the project completion..
• Performs technical and commercial review of Engineering, Procurement, Construction Installation long time tenders ( subcontractors qoutations) for the preparation of service agreement
• Collect, tabulate, analyze and evaluate information relation to technical specifications, bid, proposal to ensure a more concise and comprehensive tender submissions on time with specific project requirements.
• Prepare comprehensive claims and potential variation claims at regular intervals of the project.
• Review and evaluate subcontractor invoices and claims at regular intervals to ensure subcontractor invoices are accurate and in compliance with subcontractor terms and conditions.
• Prepares Budget on Site which will be submitted to the Project Planning and Control Manager for review and thereafter to the Project Manager.
• Prepares estimates to complete emergency action cheklist for the blance works of the contract.
• Monitors and controls material issuance, material order, equipment usage/rental and maintaining cost per month, man hour cost, subcontractor billings, cost transfers and charging.
• Prepares and evaluates project billing based on the approved progress report of the Office Engineer or reconciled and approved variation orders which shall be forwarded to the Project Manager for review and signature, and thereafter submits the same to the Construction Manager for evaluation.
• Distributes relative weight of each scope of work based on the contract and coordinates with the Project Manager on the scheduling of each scope of work.
• Prepares and coordinates with Field Architects and Field Engineers on the evaluated accomplishment of sub-contractors for recommendation of payments.
• Prepares cost estimate coordinates with the Engineering Department on the estimates and costing of variation/change orders.
• Evaluates subcontractor/suppliers’ proposals for comparative costing.
• Prepare bill of quantities based on Site instructions for variation orders.
• Check the quantities and costs of the Contractor’s progress accomplishment billings and ensures that all works are properly documented such as submission of back computation, work request, and progress photographs.
• Access tender documents to ensure sufficient information available to prepare tender Take off quantities.
• Prepare & submit weekly and monthly progress reports on time which includes.
• Prepare and submit fully substantiated claims for extensions of time and additional costs where appropriate.
• Monitors and update of variation orders with regards to start of mobilization and percentage accomplishment.
• Evaluates BID plan versus For Construction Drawing (FCD) to identify all additional works not included.
• Prepare and submit wekly and monthly progress report

• Technically strong in project cost planning, scheduling and reporting.
• License Civil Engineer or Architecture
• Strong background in project quantity survey, cost planning, scheduling, reporting and value engineering
• Pro active, resourceful, and hands-on with good initiative
• Strong analytical and problem-solving skills and meticulous
• Fast worker with ability to work well under stress.
• Proficient in using AUTOCAD, Planswift, and Blue Beam and Microsoft project
