Job Description

BACKGROUND

HIV/AIDS is one of the public health problems in Indonesia. There are 630 000 people estimated living with HIV in the year 2015. Indonesia has made a significant progress in the response, especially in health sector respond to HIV, but the coverage of services, however, has not yet sufficient to achieve the 2020 goals.

Indonesia receives assistance from the Global Fund to Fight AIDS, Tuberculosis and Malaria since 2003, an International Donor that has its secretariat in Geneva Switzerland. The Directorate General of Disease Prevention and Control, Ministry of Health of the Republic of Indonesia is one of the principal recipient that is implemented by National AIDS Program (NAP, MoH), who then delegate the program implementation to Sub-Recipients at national and provincial level (34 PHO), and Sub-sub-Recipient at district level (238 DHO).

To provide full support to HIV-AIDS control program in Indonesia, the DG of CDC as a PR, need to provide accurate and transparent financial report in timely basis, booth to donors and to government of Indonesia. Therefore, currently requires professional personnel especially in the field of finance to manage grant.

FINANCE COORDINATION RESPONSIBILITIES

  • Ensure establishment and improvement of the internal financial controls in order to maintain sound and transparent systems, and ensure that the PR’s internal procedures are fully aligned to Global Fund guidelines and other requirements;
  • Restructuring and improvement of financial management system including people, processes and system in compliance with the recommendations of the Global Fund;
  • Ensure full compliance with the MOF and MoH requirements from financial point of view;
  • Provide professional and technical support and guidance to SRs and SSRs to account and report on financial matters, ensuring that the financial systems and procedures are sound and conform to PR/TGF requirements and expectations;
  • Together with finance staff, assist the SRs and SSRs to consolidate their budget plans in line with the approved budget;
  • Revise and update financial management guidelines when necessary. Disseminate these updated guidelines to all concerned project staff and provide subsequent training
  • In close collaboration with the program team to lead the process for effective development and monitoring of project budget;
  • Be responsible for the financial management accounting and reporting of the grant in a multi-currency environment;
  • In close collaboration with the program team to review and analyze the Variance Report for provision of proper reasons in the report;
  • Lead the finance unit to review and analyze all financial records submitted by SRs/SSRs, for consolidation process and to ensure compliance to the required rules/regulations
  • Lead the finance unit to prepare monthly report, quarterly report, six monthly report and annual report for submission to CCM, LFA and GFATM ;
  • Supervise to ensure proper control of the supporting documents for payments and oversights of all financial records by the finance unit, including filing system for record maintenance and audit purpose;
  • Coordinate with the Admin Unit to ensure that all procurement of goods and service are in accordance to the PIM and GFATM guideline, are transparent, and well documented;
  • In close collaboration with the Admin unit to provide guidelines on asset management, including maintaining an asset registry, tagging and safeguarding of assets, insurance of assets among others;
  • Lead the finance team to review financial data of the meeting/workshop/training and in close collaboration with the admin unit to verify all settlement report and ensure that any un-deposited cash are kept in minimize, and refunded to the bank at the soonest;
  • Ensure that all payments are in line with the required rules/regulation, ensuring timely, accurate computation and completeness of supporting documentation, on the basis of appropriate authorization (Internal Control Framework);
  • Ensure proper implementation of petty cash in collaboration with admin unit;
  • Lead the finance unit to develop Cash/Bank Reconciliation and Cash Balance/Forecast Report on a regular basis, and ensure its compliance to the GFATM regulation;
  • Responsible for preparing annual consolidated financial statements in accordance with the Global Fund guidelines and other professional and regulatory standards as applicable in Indonesia in a timely manner
  • To facilitate internal and external audit from third party appointed by the GFATM and report the finding result and recommendations for follow up actions;
  • Provide capacity building and technical support to SRs and SSRs to enable them to be more effective to plan, manage and account for their expenditure and in order to ensure records of a high standard are established and maintained by each SR and SSR. This will include all aspects of accounting, budgeting, financial planning and forecasting as well as ensuring that appropriate financial practices and authority levels are in place;
  • Development of risk based monitoring plan for SRs and SSRs to ensure compliance with agreed accounting, and financial procedures and to verify and authenticate expenditures reported;
  • Supervise program budgets follow up, including Country Office management budget using relevant reports to identify relevant/ expected implementation discrepancies.
    • To ensure that there are enough funds available in the country to execute the activities, supervising the relevant reports and transaction (cash reconciliations, funds requests)
    • Overall relation with banks, including opening and closing accounts, negotiation of conditions.
    • Advices the Country Representative on the budget follow up and be responsible of the accurate expenditure of the budget
  • Coordinate with the Global Fund in the development of the Risk and assurance plan for the grant and ensure that it is implemented to achieve the overall objectives;
  • Maintain and control, purchase and nominal ledgers and prepare monthly reconciliations to ensure that records and information are accurate. Process journal entries and trial balance information and prepare quarter end financial report
  • Fulfil requirements of internal staff management processes including performance reviews, supervisory meetings, etc.
  • Any other job requested by the Global Fund

Minimum Qualifications

  • Minimum education: a degree in Accounting, finance or related field from a recognized university. Having professional accounting qualification such as: CA/ACCA/CPA/CIMA/CFA would be preferred;
  • Having minimum 8 years of professional experience in accounting or finance, 5 years of which should be at managerial or supervisory level preferably worked with international donor agency.
  • Experience on developing project budgeting and financial management system;
  • Having significant knowledge on international donor financial reporting procedures especially for grant context and the government of Indonesia rules, regulations, policies and strategies;
  • Able to work in a team, adaptable, and output-oriented
  • Has experience in developing web-based software, particularly accountancy software.
  • English language skill both written and oral is a must;
  • Good level of proficiency in Microsoft Word and Excel
  • Good administrative and organizational skills and ability to keep documentation tidy and accessible
  • Good communication and analytical thinking and leadership skills
  • Ability to rapidly understand and learning programmatic context within every financial transaction
  • Willing to work fulltime
