Job Description

The Finance/HR Officer, under the overall supervision of the Finance and Management Services Coordinator, is responsible for finance and accounting processes in the Country Office, ensuring overall compliance to Federation's financial procedures and policies.

Cash and Bank Payment & Receipts

  • Preparation of petty cash and bank journals for PH and CHF curency with proper accounting codes and supported with all documents, obtaining relevant authorization
  • Processing of authorized payment request for both cash and cheque payments, preparation of cheques fro signatures
  • Responsible for all local currency petty cash transaction (payment and receipts)
  • Responsible for local currency and cash count and reconciliation to journal balances
  • Preparation of monhtly bank reconciliation for PHP and CFF currency
  • Daily data entry of approved documents into CODA
  • Settlement of the delegates DSA after obtaining the travel and leave details
  • Analysis of hotel bills, air tickets, courier bill and phone bills to identify the private amount to recoverfrom the staff and delegates

Monitoring and Processing of Philippine Red Cross Working Advance

  • Processing of working advcance reports supplied by PRC accroding to agreed procedures
  • Preparation of account reconciliation by project monthly
  • Ensuring the validatioin of working aadanvce recipts by the respective program managers
  • Following up on the outstanding working advacnce and ensuring the prompt turnover of advances

General tasks

  • Ensuring all security dpeosits are reconciled to the books
  • Filling of accounting documents in accordance with IFRC filing system

In relation to Human Resources, the Finance/HR Officer will ensure effective HR operational support within the Country Office, in coherence with the IFRC and Philippine Red Cross (PRC) standards, guidelines, and procedures. The HR component of the role will be mainly in the capacity of coordination/liason with PRC-HR and other tasks that may be assigned by the Line Manager.

  • Working in close coordination with PRC HR on all matters relating to National Staff Detailed to the Philippine CO includes but not limited to, contract management, orientations and briefing , recnumeration, insurance coverages, inductions, communicating PRC HR policies/memorandum and management of personel and other HR files
  • Ensure that the Daily Time Records for National Staff are issued to staff on time and thereafter make the submission to PRC as per deadlines
  • Ensure National Staff leave/abscences are filed timely with PRC and obtain information from PRC records as required
  • Provide information, in consultation with the Finance and Management Services Coordinator, to all staff on performance management system of PRC and IFRC online system
  • Facilitate staff access to HR system like Learning Flatforms etc.
  • Work with the Finance & Management Services Coordinator on matters relating to International Staff, Consultants and Interns

Minimum Qualifications

  • Bachelor's degree in Business Administration, Accounting or related courses
  • Minimum of 2-3 years of work experience in similar role
  • Exceptional interpersonal skills, including coaching and training
