Job Description
- Project Aspects
- Obtains all necessary permits and licenses
- Oversees the construction project/s from start to finish; ensures that construction activities move according to the pre-determined schedule
- Coordinates with the Office Operations Team for early resolution of technical queries of subcontractors for various disciplines
- Coordinates with various work disciplines for early resolution of problems that will be encountered
- Devises the project work plans and makes revisions as and when the need arises
- Studies job specifications to determine appropriate construction methods; takes actions to deal with the results of delays, bad weather, or emergencies at construction site
- Checks and ensures that Project Site Daily Logs (PSDL) are prepared by the Site Foremen
- Communicates effectively with the Supply Chain manager to ensure timely delivery of scheduled work of subcontractors, equipment, materials and personnel
- Communicates with the Quality Assurance Manager to ensure quality specifications are met throughout the whole building process
- Coordinates the efforts of all parties involved in the project, which include the architects, consultants, contractors, supply chain/quality assurance manager, subcontractors and workers
- Tracks issues/concerns in the construction site and ensures a timely and appropriate response
- Monitors the progress of the construction activities on a regular basis and hold regular status meetings with all the sub-teams to communicate project objectives, changes and gather feedback in the workplace
- Confers with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems
- Investigates damage, accidents, or delays at construction sites to ensure that proper procedures are being carried out
- Keeps inventory investment to a minimum by implementing just-in-time purchasing concepts for the jobsite; ensures that materials are controlled, stored and used to avoid waste
- Develops and maintains good relationships with supply chain members
- Develops and maintains good relationship with Client’s representatives
- Monitors actual costs of project with labor, materials, etc. using MS Excel and create actual cost reports
- Labor Aspects
- Determines labor requirements and dispatches workers to construction sites; confirms/checks the Manpower Request Form prepared by the Site Foreman
- Creates the teams, develops the objectives/goals of each and assigns individual responsibilities
- Ensures that the labor force is instructed in methods of working to comply with company procedures, method statements and safe working practices; carries out safety toolbox talks as directed by the safety officer
- Communicates effectively with the sub-contractors responsible for completing various phases of the project
- Comes up with time-motion studies at each specific activity that can be used as the company’s benchmark on the succeeding projects and respective activities included in it
- Creates site reports and memo for recommending approval
- Conducts weekly walk-through together with all subcontractors
- Performs a weekly assessment of the work accomplishment of all subcontractors
- General Civil Engineer Responsibilities
- Interprets and explains plans and contract terms to administrative staff, workers and clients, representing the owner or developer
- Identifies the elements of project design and construction likely to give rise to disputes and claims
- Implements scientific and experiential Project Management Techniques
- Performs project accounting functions including managing budget, expenses and minimizing risk in the project
- Maintains strict adherence to the budgetary guidelines, quality and safety standards
- Reviews and evaluates invitation to bid; accomplishes Site Inspections Form/Checklist
- Conducts bid opening and/or participate in the proposal evaluation team
- Informs successful and unsuccessful bidders in timely manner
- Prepares contract and associated details
- Performs design, quantity take-off, costing and cost analysis, value engineering
- Creates proposed drawings and shop drawings if needed
- Participates in the negotiation team
- Participates in variation orders from the initial contract
- Evaluates construction methods and determines cost-effectiveness of plans
- Facilitates personnel training and development and see to it that skills and capabilities are up-to-date, competitive and efficient
- Develops a continuous improvement culture that permits the accomplishments of all the preceding objectives
- Ensures Total Quality Management is properly implemented in all phases of the project
- Attends meetings whether overseas or domestic
- Performs other works to the satisfaction of his superiors
Minimum Qualifications
- Education : Bachelor’s Degree in Civil Engineering
- Experience : at least 3 years work experience and at least 1 yearfield experience
- Qualifications:
- Licensed Civil Engineer
- Knowledgeable in site layout and cost estimating
- Able to read and interpret drawings and specifications
- Proficient in CAD Drawing / Google Sketchup
- Familiar with construction planning and management as well as project scheduling
- Knowledgeable in material procurement and quality control
- Able to perform and is proficient in geometrical and mathematical calculations
