Job Description

Position Summary and Qualifications:

The Purchasing Manager oversee the procurement of goods/services assigned to his/her own group as well as managing the personnel within that group. Tasks include negotiating prices, coordination with various end-user groups, creating a purchasing plan and other relevant strategies, and being responsible for the actions of his/her own group to the Purchasing Head. He/She is responsible in ensuring that purchasing activities are carried out in accordance to the company policies, procedures, and strategy.

  • Candidate must possess at least Bachelor's/College Degree in Business Studies/Administration/Management or equivalent.
  • At least 7 Year(s) of working experience in the related field is required for this position.
  • Must have managerial exposure and experience in handling Hotel requirements

Description of Functions:

Supply and Delivery Management

  • ​Maintain current technical skills and apply new knowledge to management tasks for the improvement of purchasing activities.
  • Leads significant sourcing and negotiations with vendors the price, terms, warranties, delivery, etc. with proper technical and commercial evaluation, providing the company cost savings.
  • Manage of the team's purchase requisitions/orders and ensuring that they are processed within the time stated in the Service Level Agreement (SLA) to meet target dates of internal customers.
  • Liaise between Requestor and Vendor for the approval of the item being requested, queries, complaints and other requirements. Review reports of materials, equipment, products or services ordered and received.
  • Provides recommendations to the department head for local and/or foreign purchase decisions.
  • Review and validates Purchase Orders (PRs) and Request for Payments (RFPs) are approved of authorized officers in accordance with the policies and procedures.
  • Ability to analyze past data/trends and be able to provide the company with additional savings.
  • Develop and maintain constructive and cooperative working relationships with all stakeholders.
  • Ensure on-time delivery and payments of suppliers by coordinating with Supply Chain Management (SCM) logistics.
  • Validate clarifications on payment terms prior payment to ensure proper flow of money.

Organizational Leadership

  • Plan, organize, direct, manage and evaluate the purchasing activities of the unit being handled.
  • Construct the strategy and initiatives that is aligned with the overall direction of the department for the unit being handled.
  • Develop, streamline and manage the purchasing policies, procedures, standards, and strategies in order to ensure process transparency, fairness, impartiality, and confidentiality.
  • Supports and explains reasoning for decisions when appropriate.
  • Ensure team projects and deliverables are completed on time.
  • Provide assistance to users inquiries, complaints, and requests with regards to purchasing activities.
  • Sets clear work unit policies and procedures.
  • Manages workflow and adjust when necessary.
  • Perform and/or direct day to day administrative tasks.

Personnel Management

  • Identify employees' KRA and KPI and prepare their Performance Appraisal Report.
  • Coach and mentor employees and ensure that they achieve their KPAs,KPIs, and development plans.
  • Ensure that the team observes the HR policies in their daily activities.
  • Provides regular performance feedback, develops subordinate skills, and encourages growth.
  • Clarifies where work is heading and why it matters in order to align the daily tasks of the team to the overall strategy of the department and company.

Minimum Qualifications

Competencies and Skills Required:

  • Must be proficient in MS Office
  • Ability to work in a rapid-paced, highly dynamic business environment
  • Analytical skills (i.e. cost modeling, quotation analysis, supplier selection)
  • Excellent understanding of purchasing processes and tools
  • Great interpersonal and communication skills with the ability to interface and maintain relationships at all levels of an organization
  • Ability to thrive in a deadline-oriented and fast-paced working environment
