Job Description
We are looking for an HSSE and Road Transportation Manager who will be responsible for overseeing and implementing HSSE procedures/standards and regulatory requirements to support the Connected Freight. The HSSE and Road Transportation Manager is also responsible to ensure the management and compliance audit of 3PL partners, road transport operations, and come up with solutions to eliminate and/or minimize any potential risks that go against the control framework of the organization. The role must support the growth & sustainability of Connected Freight.
1. HSSE and Statutory Compliance
a. Adheres to HSSE Policy set by Shell HSSE Framework
b. Adheres to Statutory Policies - Occupational Health and Safety, and ensures Connected Freight due diligence such as compliance, reports submissions and audits.
c. Proactively liaises with other parties like Shell RE, HR and others involved in any operational process within the Connected Freight organization
d. Ensures in achieving and sustaining pro-active HSSE management (including journey management), supported by HSSE
e. Monitors HSSE performance, agrees & delivers targets and sets guidelines for optimisation
f. Assist the operations to develop HSSE plans and procedures aligned with overall Group HSSE strategy (Goal Zero)
2. HSSE-Road Transportation Operation
a. Oversees the implementation of HSSE standards and sets processes and criteria for Road Transport of 3PLs
b. Coordinates with Operations Team for evaluating the requirements of 3PLs and proceeding with Audit; negotiates and engages with 3PLs on quality and HSSE issues
c. Monitors 3PLs and delivery performance and resolves issues with Operations Team
d. Assists in arranging relevant HSSE training to Connected Freight partners and bridge the competence gaps
e. Actively drives compliance and build standardized processes for HSSE and Road Transport
f. Ensures compliance with legislation and operational requirements/standards
g. Provide HSSE field support to local operations to ensure HSSE compliance of applicable HSSE Control Framework and regulatory requirements
3. HSSE - Workplace Management
a. Oversees the implementation and execution of HSSE standards and sets processes and checklist for HSSE in the workplace and for employees
b. Coordinates with Human Resources Team for HSSE workplace management
c. Implement and/or support overall Group HSSE initiatives across Connected Freight
4. Incident Management and Reporting
a. Investigates and leads in incident analysis in cooperation with HSSE.
b. Supports and ensures all significant or high potential incidents are investigated and that learning is shared appropriately and agreed Remedial Actions are closed out in a qualitative and timely manner.
c. Analyzes Connected Freight’s incident statistics for management reporting requirements and to properly identify areas for Improvement. Researches, investigates, finds, and fixes the root causes of any significant issues identified.
d. Ensures timely and accurate HSSE reporting following Shell’s HSSE Framework and Statutory/DOLE reports.
Minimum Qualifications
- Graduate of any course
- Safety Officer II or equivalent Occupational Safety and Health Training
- 5-7 years of experience as a Safety Officer; Road transportation experience is preferred
- Knowledge on Basic Occupational Health and Safety Law
- Knowledge on Safety Behavior & HSSE Culture
- Knowledge on Road Transportation Safety
- Can work independently in a fast-paced start-up environment; Adaptability to changes in dynamic environment – comfortable with ambiguity and constant change, able to methodically work through complex problems, set priorities and execute on commitments.
- Has good communication skills and stakeholder management across country teams; Ability to effectively build relationships across all levels of organization by establishing trust, credibility and adding value quickly.
- Has a strong sense of leadership and can drive results and promote culture of Health and Safety align with statutory laws and Framework.
