Copy of Unit Head, General Services  

JOB SUMMARY:

Leads, manages, directs, and oversees all activities and functions of the General Services Unit, including but not limited to real estate and other property, materials and supplies procurement, logistics, and security.

RESPONSIBILITIES:

1. Oversees Center-wide fixed asset monitoring and procurement.
2. Reviews and approves job orders, requisitions, service contracts, and other relevant documents for supplies and materials procurement and purchasing and the provision of services.
3. Reviews and approves Procurement Management Plan.
4. Manages Supplier and Service Provider Accreditation, Evaluation and Blacklisting.
5. Formulates and implements general services-related operational policies and procedures for service delivery and workplace safety.
6. Evaluates performance of outsourced and contracted suppliers, service providers, contractors and/or consultants for acceptability and facilitate their accreditation.
7. Plans, coordinates and directs services and activities that respond to the Center’s day-to-day general services requirements, i.e., construction and improvement, landscaping and grounds maintenance, safety and security, fabrication, building and equipment repairs and maintenance, fire insurance, termite and general pest control.
8. Oversees and ensures availability of land transport (SEARCA fleet or rental vehicles) for official trips, including maintenance and continued roadworthiness of SEARCA’s fleet of vehicles.

QUALIFICATIONS:

Education

Bachelor’s Degree in Engineering or Business Administration; Master’s Degree is an advantage.

Work Experience

Eight (8) years of relevant work experience, 3 years in a supervisory function; with proven expertise in general services and experience in a similar development organization is an advantage.

Required license/certification

Licensed Engineer or Certified Purchasing Manager or any equivalent certification
