Job Description
Summary of Work Activities and Responsibilities:
Under the supervision of the Compensation Head, the HR Officer for Compensation is responsible for the administration of compensation-related matters, preparation of compensation data, and management the payroll concerns and requirements of assigned accounts. The position also assists in the strategic design, analysis, and evaluation of the compensation philosophy in support of the University’s goals.
Main Duties and Responsibilities
I. Compensation Administration
- Reviews candidates’ profile, and submits an initial recommendation on the appropriate salary package or honorarium/additional compensation that may be offered depending on the employment status (part-time/full-time, hourly/monthly), employee category (faculty/staff), and loading
- Reviews and analyzes payroll materials received, and prepares the applicable documents for implementation (e.g. payroll authorization notices [PAN], payroll removal notices [PRN], and payroll schedules)
- Determines possible implications of personnel movements on previous payroll implementations (if any)
- Implements the equivalent merit and general increase accorded to each employee
- Monitors the engagement period of contractual/project employees to ensure timely processing of renewals, in coordination with the Recruitment Section
II. Compensation Review and Evaluation
- Regularly prepares a consolidated compensation data and analysis report for decision-makers.
- Generates initial data (e.g. demographics, salary data, etc.) for statistics, analysis, interpretation, projection, and recommendation for sound organizational decision of the University, partner units, or as support to collective bargaining agreement process or other projects
- Researches salary trends and surveys, and provides initial recommendations on how to align University’s pay structure with benchmarks
- Assists in evaluating the current University compensation and rewards policies/programs, and drafts recommendations to ensure that they are current, relevant, competitive, and compliant with government laws/guidelines, in partnership with the Benefits Section.
III. Records and Systems Data Management
- Maintains the integrity of the HR information system by encoding information/data, and updating data in the compensation module that may merit employee movements with or without salary adjustment
- Keeps employee data in the HR information system secured and confidential through compliance with Data Privacy guidelines
- Trains users with access to certain modules of the HR information system
- Coordinates with the University’s Digital Information and Technology Systems (DITS) for the maintenance of the HR information system, and the migration of data to different information databases, and creation and deactivation of employee email accounts.
IV. HR Partnering
- Liaises with assigned partner unit/s (typically a Cluster or a School Unit) for their Total Rewards concerns and requirements.
- Keeps track of updates and developments that affect the University as an organization, including its employees
V. Office Management Support
- Takes lead in handling projects as may be assigned by the Compensation Head and/or Total Rewards Section Head
- Conducts orientation for newly hired employees regarding compensation matters
VI. Performs other work-related tasks as may be required by the Immediate Supervisor and authorized representative.
Minimum Qualifications
Knowledge, Skills, and Abilities:
- Familiarity with government laws and regulations regarding employee compensation
- Adept in compensation practices
- Aptitude for Math, ability to process and interpret numerical and statistical data
- Excellent multitasking skills, and ability to work under pressure and minimum supervision
- Quality orientation and attention to details
- Ability to deal with people from different position levels
- Excellent communication skills, both oral and written
- Technologically savvy, proficient in Microsoft Office Applications (i.e. Word, Excel, Powerpoint, etc.), and able to learn/utilize any HRIS database
- Advanced interpersonal and communication skills, ability to deal with different levels of stakeholders
Education and Experience Requirements:
- Bachelor’s Degree in management-related course, preferably in finance or accounting
- At least 6 years’ work experience in handling payroll, salary administration, or employee compensation
- Experience in evaluating compensation structure and programs
- Experience in HR partnering
- Experience in benefits administration is an advantage
