Procurement Operations Specialist | Toril, Davao  

Position Summary:

Responsible for the management, optimization and implementation of procure to pay strategies, processes and activities to efficiently meet the operational requirements of the Company; Collaborates with Facilities and various stakeholders to ensure alignment of objectives and targets; Ensures integration and leveraging of spend through coordination with SS team and utilization of supply and service agreements.

Duties and Responsibilities:

• Implements procurement activities from receipt of approved and complete PR, identifying the best sourcing strategy and most advantageous offer and terms for the Company. Includes among others
  • Evaluation of completeness of approved PRs;
  • Identification of reliable pool of vendors to be invited;
  • Issuance of accurate and complete requests for information, quotation or proposal
  • Evaluation of offers based on level playing field
  • Negotiation of best terms, price, delivery, etc
  • Award based on most advantageous
  • Coordinates with cargo insurance to cover importation orders
  • Directing and controlling activities to ensure on-time delivery in full including ensuring successful implementation of logistics activities (importation, exportation, etc)
  • Manages documents to ensure relevant procurement files are maintained
• Provides direction and guidance to Purchasing Operations Assistant in implementing procurement related activities
• Engages technical, legal and commercial team before, during and post contracting or PO issuance (such as roll-outs of critical POs, etc)
• Leads collaboration meetings with the facilities or internal stakeholders to ensure alignment of targets including advance sourcing plans and resolution of contractual issues and concerns (ex. Rejection, short shipment, warranty or insurance claims, etc)
• Fosters professional and good relationships with suppliers which includes resolving supplier, delivery, payment and other contractual issues
• Coordinates with suppliers, Payables, Treasury for payment processing and issues
• Coordinates with relevant external stakeholders (Bureau of Customs, PEZA, etc) for any shipments or goods movement
• Coordinates with the SCM Business Services (SBS) team on the following:
  • Resolution of system issues (Maximo and Oracle);
  • P2P process optimization to reduce cycle time;
  • Vendor database management;
  • Vendor due diligence
  • Vendor performance management;
  • Contract and database management;
• Coordinates with Warehouse and Fuel Management team for inventory PRs or delivery issues;
• Implements and executes realization of benefits from supply and service agreements (SSAs) executed by the Strategic Sourcing (SS) team by utilizing these agreements
• Collaborates with Strategic Sourcing team for the required SSAs which can improve operational excellence and provides any improvements and feedback on SSAs
• Creates supply and service agreements which are outside of the sourcing and contracting plan of the SS team
• Manages and processes change orders or contract variations
• Handles bidding for scrap disposal, award and coordinates with Payables and Warehouse for the successful execution of the disposal
• Initiates continuous improvement activities like process documentation, simplification, developing new vendors

• Any 4-year business related or Behavioral Science course;
• Engineering or technical background is preferred
• At least 3 years experience in SCM or related fields
