Job Description

Supervisory Function

  • Supervise the Accounting Department through effective development to ensure quality output, timely submission of financial reports and compliance with Philippine Red Cross Policies and procedures, Philippine Accounting Standards and other Government and Non-Government Agencies.
  • Oversee monitoring of day-to-day operations and operational reports.

Report Preparation

  • Prepare the Comprehensive Annual Financial Report and the preparation of supporting statistical schedules which is used for internal analyses by various departments and is also used for evaluation of the Organization’s financial health.
  • Work directly with the Finance Director in accurate and timely preparation of the monthly and quarterly Financial Reporting Package including; a balance sheet, income statement, retained earnings, cash flow, and all supporting schedules.
  • Coordinate all aspects of the month-end close.
  • Supervise bank reconciliation and balance sheet reconciliations including inventory and resolve discrepancies.
  • Provide schedules of balance sheet accounts related to area of responsibility.
  • Perform responsibilities relating to the closing process to ensure deadlines are met and that the internal financial reporting requirements of the company are completed.
  • Involved in timely completion and accuracy of general ledger and period end closings
  • Prepare month-end consolidation reporting for distribution to senior management
  • Help in the preparation of audit schedules and work closely with the auditors to ensure the completion of a timely audit.
  • Ensuring compliance with donors’ requirements and local legal and administrative rules and regulations; Responsibility for the financial and project reporting to the donors and HQ;

Review and Analysis

  • Have direct responsibility to analyze and review all asset and liability account reconciliations to ensure proper recognition of all balance sheet accounts in an accurate and timely manner.
  • Ensure the accurate and timely communication of all financial data to internal and external users.
  • Perform analytical review of P & L accounts.
  • Prepare and analyze balance sheet reports, bank reconciliation, monthly journal entries, sub-ledger reconciliation including inventory and other supporting documentation to ensure accurate reporting.
  • Review financial statements with the management team.
  • Coordinate monthly P/L review with various departments; highlighting controllable costs with suggestions on how to improve financial results.
  • To prepare, monitor and analyze financial statements and monthly reports.
  • Perform ad hoc analyses as requested.

Issue resolution and Policies Recommendation and Development

  • Review, analyze and recommend enhancement to financial programs and systems.
  • Establish system controls for new financial systems, developing procedures to improve existing systems.
  • Assisting in the development and implementation of goals, policies, priorities and procedures relating to financial management, budget and/or accounting.
  • Conduct studies and develop solutions for improving accounting processes.
  • Design internal control systems for all departments to ensure the safeguarding of Organization’s assets
  • Audit departmental accounting data, identify and correct errors, identify and compute accruals, apply accounting principles to transactions and recommend revisions in departmental accounting procedures to ensure conformance with applicable statues, laws, Organization’s polices and generally accepted accounting principles.
  • Attend to work-related complaints, resolve problems and queries of customers, suppliers, PRC personnel and offices to resolve such.
  • Evaluate computerized accounting systems and provide recommendations to IT team for performance improvements.

Other Tasks

  • Provide capacity building support to staff and volunteers
  • Perform other task and duties that may be required by the immediate superior.

Minimum Qualifications

  • Bachelor's Degree in Accountancy, at least with experience as Finance Manager or its equivalent

  • Certified Public Accountant

  • BOA Accreditation (To be processed once Hired)

  • Very Proficient PC skills (Microsoft Excel, Word, Power Point & Accounting Software, E-mail and Internet).

  • Strong ability to work independently

  • Attentive to details is absolutely required

  • Excellent spoken and written English and Filipino language is a must, knowledge of local dialects is an advantage

  • Excellent capacity building/training skills/Strong analytical and planning skills

  • Flexibility, enthusiasm and willingness to learn and adapt within dynamic and often self-directed working environment

  • Excellent work ethics

  • Must be able to start work immediately
