Quezon City is a vast and teeming city with a steadily increasing income and occupation of one-third of Metro Manila’s total land area. It now serves as the Philippines’ government center with the legislature and other important government offices located in its area. All of these are reminiscent of the same noble dream that brought forth the creation of the City.

Quezon City is situated on the northeast portion of Metro Manila. It is bounded on the north by Caloocan City and San Jose del Monte City in Bulacan Province, on the east by San Mateo and Marikina, on the south by Pasig and Mandaluyong, San Juan and Manila, and on the west by Valenzuela, Caloocan, and Manila. Its northeastern and eastern boundaries are defined by the Novaliches Watershed and the Marikina River. With an area of 16,112.58 hectares (based on 1995 GIS graphical plot), it is the largest among the sixteen (16) cities and one (1) municipality in the region and is almost one-fourth the size of Metro Manila.

Quezon City Local Government

	<li>Surveys and prepares development plans of open spaces intended for parks/playground development.</li>
	<li>Assists in the preparation of cost estimate and bill of materials of parks development projects.</li>

The Ateneo de Manila University (Ateneo) is one of the leading universities in the Philippines. More than 150 years in existence, the Ateneo has grown into a major Jesuit institution. Officially it became a university in 1959. It offers over 100 academic degree programmes. 

Ateneo offers Basic Education (Grade School, Junior and Senior High School). Under the supervision of the Central Facilities Management Office Director, the Facilities and Utilities Group Head provides oversight of the following functional sections: 
1. Energy and Utilities Management 
2. Equipment and Motorpool Management 
3. AV Services and Equipment Management

The position is also expected to act as the University Certified Energy Manager (CEM) in compliance with RA 11285 (Energy Efficiency and Conservation Act) and as Pollution Control Officer (PCO) in compliance with DENR Administrative Order 2014-02, PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs) and other pertinent rules and regulations to include compliance requirements by the LLDA. 

Main Duties and Responsibilities 
I. Group Management and Development

<ul>
	<li>Sets the direction and develops metrics for the Facilities and Utilities Group, in coordination with the other Group Heads</li>
	<li>Oversees the development, review, and if necessary, updating and revision of policies in the Group, and provides inputs for the development of general Facilities Policies</li>
	<li>Monitors and reviews the Group’s processes, systems, and practices to ensure operational efficiency and effective delivery of services</li>
	<li>Plans the Group’s budget and allocates resources based on the strategies of the Group</li>
	<li>Ensures the fiscal integrity and management of operations within the approved budget, optimizing resource utilization, and contributing to the positive financial position of the Office</li>
	<li>Facilitates the establishment of internal quality measures with each section administrator</li>
	<li>Manages the performance of the section heads under the Facilities and Utilities Group by setting standards/ targets, monitoring and evaluating performance, and providing development opportunities</li>
	<li>Ensures business continuity by institutionalizing a succession plan for critical roles in the University</li>
</ul>

Strategy

<ul>
	<li>Assists the Director in the envisioning, identification, and timely implementation and completion of programs and sustainability projects and making use of applied efficient and effective methodologies and best practices as the template for future project</li>
	<li>Closely collaborates with the Campus Development and Construction Group and Custodial Services Group on best practices, strategies, and efficient methodologies regarding energy conservation and waste management programs within the built environment and campus grounds</li>
	<li>Develop and implement an Energy Master Plan for the University campuses that includes solar power, renewable sources of energy under the RES, and energy conservation measures</li>
	<li>Develop and implement the University Solar Power Master Plan</li>
</ul>

Energy Audit and Management (as Certified Energy Manager) 

<ul>
	<li> Ensures compliance with requirements under the Energy Efficiency and Conservation Act (RA 11285)</li>
	<li>Develops a comprehensive system for monitoring University facilities energy utilization, efficiency, and conservation programs</li>
	<li>Conducts a comprehensive audit of University-wide equipment schedule vis a vis power consumption</li>
	<li>Facilitates regular coordination with the project team and site monitoring of energy conservation projects for its timely completion </li>
	<li>Ensures proper administration of contracts and projects for their efficient and timely delivery concerning objectives of energy conservation and sustainable environment</li>
