Job Description

The Human Resources Manager provides day-to-day support and counsel covering many or most of the following areas: recruiting, compensation, benefits, training, employee relations, employee communications, and employment documentation. Responsibilities include, but are not limited to:

Client Servicing

  • Provide advice and counsel to management and non-management employees to improve employee satisfaction (issues resolution, professional development, benefits, balance programs, etc.)
  • Serve as an expert resource to employees in all areas of Human Resources, i.e. compensation, benefits, employee relations, recruitment, training and development and organizational development
  • Effectively communicate and administer HR policies and programs
  • Analyze situations and conduct research to resolve moderately complex HR problems
  • Develop and present training sessions as needed
  • Facilitate meetings and coherently present HR information such as employee survey results, performance management requirements, etc.
  • Implement recommendations to improve communications programs for comprehensiveness, effectiveness and improvement opportunities
  • Maintain compliance with all local, state and federal employment laws and regulations
  • Enter and maintain employee information into HR database (PeopleSoft) and Infusion
  • Provide reports to Finance department of payroll process
  • Administer performance appraisal process and manage third party vendor reports
  • Organize Edelman University training and assist employee on development plan process
  • Evaluate reports and metrics in relation to department goals; develop action plans to address shortfalls and gaps
  • Estimate personnel needs and assign work to meet objectives
  • Manage staffing, training and performance evaluations to develop and improve staff
  • Assist with special projects as assigned
  • Ensure confidentiality of all information

Financial Management & Planning

  • Partner with finance and accounting to understand and manage business needs

People Development

  • Coach, mentor, and supervise Human Resources staff
  • Contribute to performance appraisal process for peers, managers, and direct reports
  • Engage in team building activities

Leadership

  • Display utmost respect for team members, staff and others
  • Lead and participate in team building activities
  • Deliver constructive criticism when appropriate
  • Be ethical in all business dealings
  • Possess intermediate strategic thinking abilities
  • Proactively anticipate problems and execute solutions
  • Focus on business improvements and are ambitious for excellence, constantly search for opportunities to improve the business
  • Promote and endorse organizational change efforts through own words, actions and priorities

  • Focus team on delivering goals and ensure that business targets are achieved
  • Represent the agency at industry functions
  • Demonstrate professional behaviors and pursuit of excellence in all operations

Minimum Qualifications

Basic Qualifications:

The Human Resources Manager must have minimum at least five years’ progressive experience in Human Resources management at managerial level.

Qualifications:

  • The Human Resources Manager should have a BS/BA in related discipline or equivalent combination of education and experience
  • MS/MA in related field or HR Management Certification/PHR/SPHR preferred
  • S/he must posses advanced verbal and written communication skills, the ability to manage multiple tasks/projects and prioritize appropriately
  • The Human Resources Manager should be able work well in a fast environment under pressure and possess strong follow-up and creative problem-solving skills, with the ability to quickly respond to inquiries
  • Proficiency in Microsoft Word, Excel and PowerPoint, keen attention to detail, ability to handle confidential information, and ability to interact with all levels of staff is critical
  • Superior organizational and problem-solving skills required
  • The Human Resources Manager must possess superior people skills with the ability to evaluate, coach, and motivate employees
  • Ability to exercise use of professional concepts and company policies to solve problems in multiple HR areas is critical
