Job Description

Functions / Key Results Expected:

Summary of Key Functions:

Supports the Project Manager (PM )

  • Ensuring proper oversight of project activities and results as well as mainstreaming of gender considerations in project;
  • Ensuring proper day-to-day-management and administration of the SUSTAIN Project;
  • Coordinating the development and strategic planning efforts and partnership;
  • Ensuring effective knowledge management and professional capacity development of the project team and national counterparts;
  • Conducting any other assignment that may be requested by the PM as part of his/her management duties.

Ensuring proper oversight of project activities and results as well as mainstreaming of gender considerations in a project:

Ensures proper narrative and financial reporting of SUSTAIN Project activities in line with requirements set out in the Project Document and guidance or instructions provided by SUSTAIN counterparts by the EU Delegation or UNDP:

  • Provide guidance and supervision to the SUSTAIN Project Monitoring and Reporting Officer;
  • Provide technical advice in developing baseline indicators for project monitoring and evaluation;
  • Monitor that the activities carried out under the project are strictly within the program as detailed in the Project Annual Work Plan (AWP) agreed upon by the Steering Committee and the Technical Working Group;
  • Working together with the PM in developing an effective monitoring and evaluation systems for regular reporting to national stakeholders, development partners and project implementing agency (UNDP);
  • Provide advice and direction on strategic and policy issues and ensure gender-sensitive activities are integrated in the project plan and implementation strategy;
  • Identify professional development opportunities and share those with PM;
  • Assist PM in overseeing of the work of project staff and ensure quality and timeliness of delivery.

Ensures proper day-to-day management and administration of SUSTAIN Project:

  • Provide guidance and supervision to the SUSTAIN Project Operations Manager;
  • Identify obstacles and challenges of project implementation;
  • Support project component coordinators in managing delivery of the project;
  • Continuously review the project status and provide strategic and policy advice to the Technical Working Group and Steering Committee on required follow up and/or corrective action;
  • Ensure the integration of cross-cutting issues, such as gender and human rights into rule of law project design, monitoring and evaluation;
  • Lead coordination of suppliers, beneficiaries and other key stakeholders in coordination with Operations Manager.

Supports sector-wide coordination and strategic planning efforts and partnership:

  • Provide guidance and supervision to the SUSTAIN Project Communication Analyst;
  • Contribute to the harnessing of effective partnerships and competitive selection of partners for the implementation of the project;
  • Participate in meetings with national partners and development partners in Indonesia to discuss rule of law issues.

Ensures knowledge management to build the capacity and knowledge of national counterparts:

  • Promote the identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning as well as external information;
  • Actively participate in UNDP knowledge and learning events and take advantage of best practices and lessons learned that are available in the region and globally;
  • Create a culture of knowledge sharing and learning in the project;
  • Identify and assist in recruitment of relevant expertise needed for delivery of project objectives;
  • Support capacity and knowledge building of national counterparts through on- the job training, knowledge sharing workshops, publications and organization of study tours;
  • Support capacity-building of national counterparts.

Impact of Results

Through this project UNDP will contribute to improving public trust in the judicial system and strengthening the rule of law.? This will be achieved by increasing the transparency, integrity, and accountability of the judiciary and the quality of justice services delivered to the people. In addition, the project will substantively contribute to and bear responsibility for achieving UNDP Strategic Plan (2014-2017) Outcome 2 (Citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance).

Timely implementation of the project activities is essential, together with the flexibility to adjust to changing circumstances which will enhance UNDP’s credibility and create trusted and effective partnership with the Government, civil society, and donors.

Minimum Qualifications

Education:

  • Bachelor or Masters degree in, business management or any other social sciences

Experience:

  • Minimum 3 years for candidate with Masters degree or minimum 7 years of experience for candidate with Bachelor degree is required;
  • At least 3 years experience preferably in institutional capacity building, court management and organization, preferably in Indonesia;
  • Prior experience of Technical Assistance with Indonesian Supreme Court would be an asset;
  • Knowledge of EU's Project Cycle Management and Logical Framework Methodology is preferable
  • Proven experience as manager for one or more projects of similar nature. Management or participation in EU-funded technical assistance projects would be an advantage;
  • Proven experience in managing a multidisciplinary team composed of technical specialists/ consultant with varying experience and background;
  • Management and participation in technical assistance projects which involve an important “mindset change” in the participants, would be an advantage;
  • Previous experience with the United Nations System, including UNDP is desirable;
  • Experience in working, liaising and collaborating with elected officials, government representatives, civil society organizations, and public international organizations.

Language:

  • Excellent verbal and written command of English is essential.
