Job Description

BACKGROUND

“UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in about 170 countries and territories, including Indonesia, working to eradicate poverty while protecting the planet. UNDP supports implementation of the Sustainable Development Goals (SDGs). In Indonesia, UNDP works with the Government to integrate SDGs into national plan and policies.”

In response to the recent Central Sulawesi and NTB earthquakes and tsunami, UNDP has initiated the Sulawesi / Lombok Programme for Earthquake and Tsunami Infrastructure Reconstruction Assistance (‘PETRA’ in short) to support the Government of Indonesia’s Rehabilitation and Reconstruction programmes in the two Provinces.

The ultimate goal of PETRA is to contribute to the rehabilitation and reconstruction of key infrastructure to support the resilient recovery of disaster-affected communities in both provinces. It addresses the need to accelerate the restoration of critical public services (such as health and education), improve economic livelihood opportunities for affected communities, while, at the same time, enhancing resilience to future shocks in both provinces. It will be guided and informed by the post-disaster needs assessments and will be fully aligned with relevant national and sub-national recovery plans.

PETRA will deliver two outputs, namely: (a) Rehabilitation and reconstruction of partially and fully damaged infrastructure for critical public services; and (b) Rehabilitation of affected communities’ economic infrastructure to promote more resilient and sustainable livelihoods

The Community Mobilization Associate (CMA) will support the implementation of PETRA’s community engagement and empowerment initiatives at target locations in Nusa Tenggara Barat (NTB). The CMA will be responsible for implementation of project activities to strengthen community post-disaster recovery process and ownership of rehabilitated/ reconstructed economic infrastructure in supporting their livelihood recovery. Report in day-to-day to Field Coordinator at PETRA PMU Mataram, the CMA will work closely and within secondary supervision of Community Mobilization Officer (CMO) based in PETRA PMU Palu to ensure effective implementation of activities and tasks as well as progress monitoring and reporting.

The CMA will interact with various stakeholders, primarily local communities, local government, civil society organisations (formal and informal groups in the community), I/NGOs.

The CMA will play a lead role in the management of community development activities in NTB. In close consultation with the PETRA Lombok Field Coordinator, he/she will also lead the all community linked activities.

The CMA will work under the overall guidance of the PETRA Lombok Field Coordinator, technical guidance of the CMO, and within oversight of PETRA Project Manager. The incumbent will also engage with relevant UNDP CO programme units with a view to ensure high quality project development and the effective implementation.

DUTIES AND RESPONSIBILITIES

1. Providing support to the implementation of the programme activities, focusing on the following results:

  • Effective Identification of communities with particular needs and vulnerabilities where Project activities should be prioritized in keeping with the programme implementation strategy;
  • Timely preparation of the work plan for all community mobilization activities. The content of community mobilization activities will include but are not limited to the following: local problem analysis; assessment of vulnerabilities, capabilities, and available resources; preparation of community profiles; supporting target communities in monitoring and evaluation activities implementing;
  • Effective support for the strengthening of local partner(s) and community based organizations along with their associations to undertake their development initiatives with special emphasis on empowerment of vulnerable men and women (including IDPs, youth at risk, elderly people, people with disabilities and others);
  • Effective facilitation and implementation of social audits and screening of subprojects;
  • Solid coordination with local partners to facilitate the implementation of community projects and monitoring how funds are used, inputs are delivered and results are achieved;
  • Effective leadership in the capacity building activities, including trainings for community organizations, leaders or focal points;
  • Implementation of capacity development activities for all targetted stakeholders through awareness-raising activities, knowledge and information sharing, and formal capacity development activities, particularly in community development;
  • Timely development of work plan and organize coordination with relevant stakeholders in relation to the program implementation;
  • Timely production of progress reports; monthly/quarterly/annual/ad hoc reports, risks assessments are prepared and updated as required;
  • Effective promotion of the project by providing substantive input for stories, articles and other PR activities;
  • Effective arrangement for donor and Govenrment counterpart visits, provide services of donor guide during the visits and events;
  • All programme activities implemented in keeping with project communications strategy and using the community mobilization for empowerment methodology and participatory tools

2. Building partnerships with Project stakeholders and partners in NTB area, focusing on the following results:

  • Effective liason with local authorities and civil society organizations to ensure programme related activities are implemented in coherent and coordinated manner;
  • Ensure expanding partnerships and cooperation between communities and the local government for the implementation of local community projects and to ensure local needs, priorities and initiatives are integrated into the development planning documents of the local authorities;
  • Effective coordination with the activities of other UN agencies, Local Government, as well as other civil society organizations;

3.The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

  • Human rights and gender equality are prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender is respected within all implementations including data production;
  • Differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;

4. Provide effective support to the Project management and implementation in NTB and focusing on the following results:

  • Effective leadership in quarter community programme review;
  • Provison of inputs and maintained a systematic database to store and information on community needs, capabilities and resources available;
  • Updated information / input into regular programme reports to the donor;
  • Effective contribution to external communication by drafting input for press releases and information notes, producing news write ups, maintaining thematic blogging and social media accounts, etc.;
  • Effective facilitation for community workshops, focus group discussions, meetings and other community mobilization activities organized and supported;

REQURIED SKILLS AND EXPERIENCES

Education: *

Bachelor’s Degree in social sciences, Law, International Relations, Political Science or other relevant areas. Bachelor’s degree is not requirement but would be preferable.

Experience: *

  • Minimum of 5 years for candidate with bachelor’s degree or 7 years for candidate with Diploma degree of relevant working experience in a field related to community mobilization or related area;
  • Experience in community development and civic engagement is essential;
  • Experience in working with the Government of Indonesia, on infrastructure projects and or post disaster recovery.
  • Understanding post disaster recovery intervention, especially in building up locality partnership will be an asset
  • Understanding of International environmental and social standards, and Indonesian laws
  • Previous experience in UN(DP) will be considered an asset.

Language Requirements: •

Fluency in written and spoken English is required;

Other Requirements: •

  • Excellent interpersonal communication skills, writing ability and administrative skills.
  • Ability to work in multidisciplinary teams.
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
  • Proven analytical skills and ability to conceptualize strategic intervention.
