Job Description

Scope of Work

The Senior Technical Advisor (STA) assignment will be under the coordination of Programme Manager (UNDP), the Implementing Partner (Ministry of Environment and Forestry), and National Project Manager (NPM), to contribute to the achievement of the Project objectives by the end of his/her assignment (the list of project’s objectives may be revised by mutual agreement between the STA and the project’s NPM).

Technical Advice

  • Provide advice on implementable and operational strategy to achieve overall project’s targets
  • Provide advice on implementable and operational strategy to achieve provincial project’s targets
  • Provide advice on implementable and operational strategy to achieve district pilot project’s targets
  • Provide advice on issues related with achievement of the project target improvement to increase status of a forest function and how to achieve a target of 10% - 25% increase from baseline.
  • Provide advice on policy options to solve issues of community palm oil plantation at stated owned forest.
  • Provide advice on how to develop policy options related with fines implemented to illegal palm oil plantation in a state-owned forest
  • Provide advice on developing incentive innovative mechanisms and regulations for encouraging stakeholders to manage remaining forest at APL
  • Provide advice and inputs on developing multi-province task force in relation with safeguarding HoB landscape
  • Provide advice and inputs to translate the Inpres No. 5/2019 about stopping licence issuance at HPK into implementable activities
  • Provide advice and inputs to develop roadmap of developing implementable policy of KLHK to stop issuance of permit on HPK
  • Provide advice and inputs to translate the Inpres No. 5/2019 on reclassifying back forest at HPK into appropriate class function
  • Provide advice and inputs to establish inter-ministerial communications in relation with palm oil and HCV management at APL
  • Provide advice and inputs on how to strengthen district government in response to Inpres no. 8/2018
  • Provide advice and inputs on how to strengthen district government in reponse to Inpres no. 5/2019

Project Management

  • Support the NPM with coordinating preparation and implementation of work plans for programme outcomes, outputs and activities.
  • Assist the NPM in establishing effective working relationship with the national and international counterparts
  • Support the NPM in the coordination of activities and initiatives, collaboration and networking with other major national, global and regional players in the forest planning related arena both inside and outside the UN system, like (but not limited to) World Bank, ICRAF, CIFOR, USAID, GTZ, and others.
  • Document and analyse the project’s effectiveness, summarizing lessons learned, successful tools and methodologies and ensuring that the information is shared with all relevant partners.
  • Assist NPM in supervising and coordinating the project to ensure its results are in accordance with the National Programme Document.
  • Conduct comprehensive programmes for awareness raising and technical decision-making support to the Project’s stakeholders including workshops, utilization of distance learning technology and personal development activities.

Minimum Qualifications

Academic Qualifications:

Advanced degree in forestry

Years of experience:

Minimum 15 years relevant experience in the area proven by:

  • Experience working with government and development partners and networking
  • Experience in organizing and policy implementation in national level

Functional Competencies:

  • A solid understanding of environmental management, with a focus on participatory processes, joint management, and gender issues;
  • Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management;
  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders;
  • Technical report writing skill and a high-level of computer literacy
  • Good knowledge and experience of Protected Area’s policy, legal and management issues in Indonesia is required
  • Fluency in written and spoken English and Bahasa Indonesia is required for the post
  • Good personal organization, interpersonal and communication skills
  • Working at national and sub-national level in national development issues is an asset
  • Previous working experience with UNDP and other donors and development projects is an asset

Competencies and special skills requirement:

  • Have good interpersonal and communications skills; Strong coordinating and relationship management skills;
  • Proven networking, team-building, organizational and communication skills and ability to build strong relationships with government, private sector, local CSOs, international NGOs, and UNDP staff;
  • Excellent public speaking and presentation skills;

Fluency in English with excellent written communication skills, and strong experience writing reports.
