Job Description

The scope of work consists of:

  • Visit and review the following national and global agendas and regulations: RPJMN, Peraturan Presiden No. 39/2019 on Satu Data, Peraturan Presiden No. 9/ 2016 on Satu Peta, UNSDCF (WG4), Concept Note “Data Innovation for Inclusive Economic Growth and Sustainable Development” and other relevant documents.
  • Draft outline of Strategic Framework and Road Map, to be consulted with Bappenas.
  • Establish a priority list of documents to be finalised for endorsement by The Lab’s key stakeholders.
  • Based on agreed priority and branding, work with PLJ partnership and advocacy team to develop partnership and communication strategy.
  • Write the required donor report incorporating the repositioning agenda.
  • Draft PLJ’s Sustainability Plan

Deliverable/Outputs:

  • Establish a priority list of documents to be finalised for endorsement by The Lab’s key stakeholders
  • Review the following national and global agendas and regulations: RPJMN, Peraturan Presiden No. 39/2019 on Satu Data, Peraturan Presiden No. 9/ 2016 on Satu Peta, UNSDCF (WG4), Concept Note “Data Innovation for Inclusive Economic Growth and Sustainable Development” and other relevant documents and develop a strategic framework incorporating key elements of these documents to be discussed and agreed to by PLJ Team and Stakeholders.
  • Develop a Draft Strategic Framework and Road Map, for finalisation following agreement with key stakeholders.

  • Based on agreed priority and branding, work with PLJ partnership and advocacy team to develop partnership and communication strategy.

  • Develop a results measurement framework with key performance indicators PLJ will seek to achieve through to 2023

  • Write required donor progress report incorporating the repositioning agenda

  • Draft PLJ’s Sustainability Plan, for presentation and finalisation

Minimum Qualifications

I. Academic Qualifications:

  • Minimum Master Degree or equivalentUniversity Degree (Master’s Degree or equivalent) in a relevant subject (economic, public policy, public administrations, international relations, etc) or other related disciplines.

II. Experience:

  • Minimum 8 (eight) years (Master Degree) demonstrating a strong interest in writing, development and humanitarian works, technology;
  • Experience in designing, managing, monitoring and evaluating development program in Asia Pacific;
  • Experience working with applied statistics and advanced econometrics, with high proficiency in STATA is desirable;
  • Knowledge management experience in facilitating the management of knowledge platforms and dissemination of information;
  • Experience in working with Government, NGO, INGO and UN Agency

III. Competencies:

  • Excellent writing and editing skills with exceptional attention to detail.
  • Proficient in interpreting, communicating, and presenting project and research result to policy makers.
  • Takes initiative and seeks opportunities to initiate action

IV. Functional Competencies:

  • Ability to speak and write persuasively in English, adapting style and content to different audiences;
  • Proficient in speaking with wide range of stakeholders, from government counterparts to private sector companies;
  • Ability to communicate insights, expertise and trends in a way that non-specialists can comprehend;
  • Good presentation skills in a workshop setting;
  • Professional and intellectual interest in big data and humanitarian sectors
