Job Description

BACKGROUND

“UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in about 170 countries and territories, including Indonesia, working to eradicate poverty while protecting the planet. UNDP supports implementation of the Sustainable Development Goals (SDGs). In Indonesia, UNDP works with the Government to integrate SDGs into national plan and policies.”

In the UN Sustainable Development Summit held in September 2015, UN countries member agreed on a common development agenda which will be achieved in 2030. This agenda is called Sustainable Development Goals (SDGs). SDGs has 17 goals and 169 targets that are measured with more than 300 indicators. As one of the participated country, Indonesia has committed to achieving various targets which have been formulated in SDGs. The government of Indonesia (GoI) translated their commitment in adopting the SDGs by launching Presidential Decree No. 59 the Year 2017 on the Implementation of SDGs Achievement. The decree provided a legal framework for national and subnational governments in accelerating SDGs attainment in their respected region. It mandated the establishment of inclusive SDGs Coordination Team, mainstreaming of SDGs in planning document (RPJMN/RPJMD), preparation of National and Local Action Plan on SDGs, and annual reporting on SDGs Achievement. Those activities on achieving the SDGs should be conducted together based on 4 SDGs stakeholder pillars, namely government/parliament, private sectors/philanthropy, academic/expert, and CSO/media/community.

Achieving the SDGs required transformative and multidimensional approach. Given the limited resources and many targets, decision makers ought to prioritize their focus on development. It was crucial to base the prioritization on evidence and analysis. On similar note, reliable data was essential to monitor, track, evaluate, and report progress on SDGs.

All SDGs have targets directly related to the responsibilities of local and regional governments. Local stakeholders need to be empowered to address SDGs issues especially the ones that are most relevant to the local context. Indeed, the weakest links in Indonesia’s effort in implementing SDGs are the roles of local administrations and the roles of communities (Alisjahbana, 2016). To address this need, UNDP Indonesia establishes SDGs Academy. The SDGs Academy is a capacity building program, aiming at increasing Indonesia’s state and non-state actors capacities in localizing the SDGs, covering the areas of: governance and policy, innovative solution, and monitoring and reporting, but also their leadership and managerial skills needed to solve local SDGs issues.

This position is located primarily in project management unit under overall guidance Technical Advisor SDGs to support the project on a day-to-day basis to cover administration functions such as procurement, HR, general office and general project administration.

Under the overall guidance of the Technical Advisor SDGs, the Project Clerk provides project support services ensuring high quality of work, ensures accurate, timely and properly recorded/documented service delivery

DESCRIPTION OF RESPONSIBILITIES

1. Support the project team to ensure effective project planning, budgeting, and implementation, focusing on the achievement of the following results:

  • Provision of administrative and financial support
  • Assistance for the provision of technical assistance and capacity building initiatives in the implementation of the project
  • Effective assistance to the Provincial Facilitator in achieving compliance to performance indicators/success criteria, targets, and milestones
  • Timely identification of the development of policies for codification and action plans
  • Effective assistance in ensuring that strategies are in place to communicate the new legal framework down to district level
  • Provision of strategic support in conducting participatory and multi-stakeholder sectoral reviews
  • Establishment of mechanisms for coordination, dialogue, and learning among actors (bureaucrats and practitioners) in each key sector
  • Identification of each actors’ mandate, plan, map activities, work areas, strengths/weaknesses (sector baseline)
  • Effective assistance to the Provincial Facilitator in designing the consultation and inception of project document’s concept and its components
  • Support to the effective planning, budgeting, implementation, and monitoring of project performance, and the preparation of high quality, timely, and results oriented progress reports

2. Support effective communication of project reputation for quality design, reliable delivery as well as integrity and accountability, focusing on the achievement of the following results:

  • Effective support to the Provincial Facilitator in the identification of key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors
  • Strengthen the communication of the project in order to communicate results, deepen stakeholders knowledge, and buy-in to the project, and to facilitate resource mobilization for the project
  • Contribution to the knowledge products such as best practices and lessons learned for knowledge sharing; ensure dissemination and utilization of knowledge products
  • Participation in the trainings for the operations/project staff
  • Synthesis of lessons learned and best practices in project support management function

3. Provides administrative support to the Project Management Unit focusing on achievement of the following results:

  • Serves as focal point for administrative, HR, Procurement, Security and office coordination of project implementation activities, involving extensive liaison with a diverse organizational unit to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
  • Provision of general office assistance such as response to complex information requests and inquiries; reviews, logs, and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops; routine administrative tasks, including maintaining attendance records, assessing telephone billing, etc.
  • Drafts correspondence on budget-related issues, periodic reports, briefing notes, graphics and statistical summaries, accounting spreadsheets, etc.
  • Effective implementation of operations policies for gender-sensitive approach at the project level

4. Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff.
  • Contributions to knowledge networks and communities of practice.
  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming

5. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that human rights and gender equality is prioritized as an ethical principle within all actions;

  • activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • differentiated needs of women and men are considered;
  • inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;
  • necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

Recruitment Qualifications

Education:*

Minimum high school. A diploma or Bachelor Degree in Accounting, Finance, Management, Public/Business Administration, or other relevant fields.

Experience:*

  • 4 years experience for High School; or
  • 3 years experience for Diploma 3 (3 years education); or
  • 1year of experience (excluded as internship at UNDP) for Bachelor degree

Language Requirements:

  • Good in written and spoken English is required;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Fully computer literate (MS Office);
  • Demonstrated keen interest in the work of the UN;
  • Demonstrated the ability to successfully interact with individuals from different cultural backgrounds and beliefs which include willingness to try and understand and be tolerant of different opinions and views;
  • Good inter-personal skills;
  • Full time availability for project management support duties is essential;
  • Familiar with Government and UN/UNDP procedures would be desirable.
