Job Description

BACKGROUND

Worldwide Artisanal and Small-scale Gold Mining (ASGM) is the largest global source of anthropogenic mercury releases into the environment (35%). Mercury can travel long distances, contributing to global mercury pollution and contaminating the world’s ecosystems and fisheries. Exposure to mercury may cause serious health problems. It is a particular threat to the development of the child in utero and early in life. Phasing-out mercury from the ASGM sector is therefore of the utmost importance, however ASGM is a very important source of jobs and livelihoods. ASGM accounts for about 17-20% of the world’s annual gold production with 15 million people directly participating in ASGM activities and another 100 million depending on ASGM for their livelihoods.

Accordingly, with the support of GEF and Minamata Convention, the Ministry of Environment and Forestry (Kementerian Lingkungan Hidup dan Kehutanan or KLHK), Agency for Technology Assessment and Application (Badan Pengkajian dan Penerapan Teknologi or BPPT) and the United Nations Development Programme (UNDP) have been working together to initiate and implement Integrated Sound Management of Mercury in Indonesia’s Artisanal and Small-scale Gold Mining (ISMIA) project.

The project is meant to reduce/eliminate mercury releases from the Indonesian Artisanal and Small-scale Gold Mining (ASGM) sector by (i) Strengthening institutions and the policy/regulatory framework for mercury-free ASGM; (ii) Increasing the access of mining communities to finance to enable the procurement of mercury-free processing technologies; (iii) Increasing the capacity of mining communities for mercury-free ASGM through the provision of technical assistance, technology transfer and support for formalization; and, (iv) raising awareness and disseminating best practices and lessons-learned on mercury phase-out in the ASGM sector.

The project will support 6 ASGM communities in Indonesia to reduce mercury use by at least 5 metric tonnes/year starting in year three (3) of the project, which over the life-span of the project will result in a mercury release reduction of at least 15 tonnes.

Under the overall guidance of the National Project manager (NPM) on behalf of the Project Board , the Working Group Coordinator for ASGM Technology has main responsibility to assure the performance of increasing capacity for mercury-free ASGM through the provision of technical assistance and technology transfer in the fields and national level. S/he needs work hand-in-hand with relevant stakeholders, especially BPPT officials, Technical Adviser, experts to carry out her/his duties and responsibilities as specified in the project document to meet international standards of quality within the specified time and cost.

The primary reporting responsibility of the incumbent is to the board through the National Project Director and NPM as the primary supervisor. Additionally, for matters related to UNDP contractual administration, the relevant Programme Manager will be the secondary supervisor.

DESCRIPTION OF RESPONSIBILITIES

1. Coordinate Working Group (WG) 3 activities to ensure effective implementation and achievement of results, increasing the capacity of the ASGM community for Mercury-free gold production through the provision of technical assistance, technology transfer, leadership and financial training, and support for formalization. The WG-3 coordinate shall oversee day-to-day implementation and ensure the achievement of targets as outlined in the project document (prodoc). Specifically, he/she shall:-

  • Coordinate and oversee appropriate, sex-disaggregated socio-economic surveys, project site mercury/gold mass balance inventories, overall totals of gold production, mercury consumption/release, and any other data collection and reporting efforts required (in support of outputs 3.1.1. and 3.1.2 of the project);Working closely with the Project Manager, coordinate and oversee the selection of beneficiary miner communities for participation, as well as ensure successful delivery of the baseline assessment of the relevant target sites for ore production, outstanding technology and capacity building needs (in support of Outputs 3.1.3 and 3.1.4 of the project).
  • Working closely with the Project Manager, give inputs to developing partnership agreements with training specialist groups, and other centres of excellence necessary to first support the training in the project, with further development of a post-project training modality (inclusive of strengthen existing modalities), to ensure long term, institutionalized, capacity building in sustainable mining practices for the ASGM communities (in support of Output 3.1.8)
  • Working closely with the Project Manager, coordinate, oversee and comprehensively report on execution of all leaderhsip and technical training activities by the field team, including selection of trainers, development of curricula, ensuring that there is successful and effective delivery of training of trainers and training of miners, ensuring that there is gender balance and that socio-culturally appropriate methods are used to shape the delivery of all activities (in support of Outputs 3.1.13, 3.1.14 and 3.2.2)
  • Working closely with the Project Manager, develop costed, comparative models to establish the cost of conversion from baseline ore-processing practices to mercury-free processing practices (in support of Output 3.1.15); and secure the appropriate local expertise for training and support to a subset of beneficiaries on how to establish a village owned cooperative (i.e. BUMDes)) (output 3.2.1). This costed modelling, along with set-up of cooperatives shall also help inform the work of the Working Group 2 (Establishing financing lending arrangements to provide loans to legalized ASGM miners/cooperatives); and so there should be interaction between these working groups.
  • Coordinate and oversee execution of all demonstration activities and any related feasibility studies, inclusive of:- identification of mobile processing demonstration sites and sites for long-term mercury-free processing plant installation; development of technical specifications; working with appropriate government entities to determine permitting requirements and performance standards; development of Memoranda of Understanding as required; designing processing and waste management plans (incl. tailings storage plans) that comply with national laws and environmental standards; carrying out feasibility studies of reprocessing of mercury-containing mining tailings by large-scale mining companies; and, if feasible, laying the foundation of appropriate partnerships between the project ASGM beneficiary communities and large-scale mining companies (support of Outputs 3.1.16, 3.1.17, 3.1.18, 3.1.19, 3.1.25, 3.1.26, 3.1.27, and 3.2.5). There shall be cooperation with Working Group 1 (Strengthening institutions and the policy regulatory framework for Mercury-free ASGM) coordinator as necessary where WG 3 work on standards and permitting overlap with regulation and policy setting work.
  • Working closely with the project manager and Working Group 1 coordinator, select, recruit and oversee the appropriate local expertise which shall interface with ASGM beneficiaries, relevant government, mineral title holders and other critical entities, to facilitate negotiation in aid of ASGM miners legally obtaining subsurface rights (in support of output 3.2.3.)
  • Working Closely with the Project Manager and UNDP Communications, provide inputs to project reporting (whether intermediate technical/progress/financial reporting to the Project Manager or formalized Project Implementation Reporting); prepare summary information on impacts (eg quantity of mercury-free gold produced, training impacts, reductions in mercury consumption/releases) for Mid-Term Evaluation (MTE) and Terminal Evaluation (TE) of the project; develop the appropriate tools (questionnaires etc) to monitor the impact of training in terms of knowledge gained, and the effectiveness of the training delivery mechanisms (in support of Output 3.1.29); and coordinate public awareness efforts related to WG-3 activities.
  • Ensure gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.

More generally, the WG-3 Coordinator shall

  • Facilitate effective inter-department and inter-agency cooperation to ensure certainty, predictability, transparency, efficiency and accountability of government action in the promotion of the elimination of mercury in ASGM, and to secure public confidence in the government.
  • Provide a full range of project management and implementation assistance for those components under their responsibility, at all phases of the project cycle, seeking guidance as required from the PMU.
  • Coordinate administrative and work preparation for thoe areas of work under their responsibility; provide high quality analysis and draft presentation of information/data specific to their respective project areas and related topics; and highlight noteworthy issues/trends for consideration by appropriate parties.
  • Assure effective implementation of project standard operating procedures, effective monitoring of project performance and timely production of results oriented draft progress reports in line with the government and UNDP’s regulations.
  • Ensure gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.
  • Ensure that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Manage critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
  • Ensure effective monitoring of project performance, and the preparation of high quality and results oriented progress reports;
  • Ensure that all relevant activities planned in the project document are undertaken to achieve the outcomes and outputs, respecting gender dimensions and all the key performance indicators for each deliverable, coordinating the timely recruitment of any additional local consultant expertise, as need arises and budget permits.

2. Ensure effective planning, budgeting, and implementation of the WG-3:

  • In coordination with NPM and BPPT to prepare WG-3 annual and quarterly work plans;
  • Implements WG-3 work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conduct regular monitoring to ensure achievement of targets in line with the annual work plan;
  • Prepare periodic reports in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provide additional inputs and data for external project reports as necessary and required by the project assurance team;
  • To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system ATLAS , reporting, etc.

3. Create and nurture strategic partnerships (including potential resource mobilization) prepared and implemented by WG-3:

  • Establish and maintains good working relationships with relevant partners;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
  • Build project reputation for quality design, reliable delivery as well as integrity and accountability;
  • Identify and work with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Identify opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department to strengthen the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

4. Facilitate knowledge building and management for and from the project implementation.

  • Identify best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Organize and delivers trainings for the operations/project staff on project/programme management issues;
  • Conduct internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
  • Identify policy issues for codification and sharing;
  • Lead the generation of knowledge products such as best practices and lessons learnt for knowledge sharing; and
  • Contribute to knowledge networks and communities of practice

Education:
