Job Description

Human Resources Function

Responsible for planning, directing and coordinating the administrative functions of organizations. Among their key work duties including recruiting, interviewing and hiring new staff. Works with top organizational officers on strategic planning, communication with various levels of management in an organization and working with employees of the organization on strategy, organizational mission, and disciplinary issues.

  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Maintains organization staff by establishing a recruiting, testing, and interviewing program.
  • Conducts orientation and training programs.
  • Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees
  • Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Completes human resource operational requirements by scheduling and assigning employees; following up on work results.
  • Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
  • Hears and resolves employee grievances, counseling employees and supervisors.
  • Recommends benefit programs to management, designing and conducting educational programs on benefit programs.
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Prepares and maintains handbook on policies and procedures
  • Performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
  • Advising on pay and other issues, including promotion and benefits; administer payroll and maintain staff records

Administrative Function

Under limited executive supervision, the incumbent performs complex, specialized and responsible administrative and managerial work involving a high degree of initiative, special training and responsibility in planning and directing the operations of a branch. S/he has wide public contacts. S/he may combine accounting and administrative tasks. Mainly solves and develops operating procedures on matters affecting personnel, policy and other administrative problems; makes complex operational decisions under administration.

  • Primarily responsible for assisting and helping the management on the Administrative tasks such as but not limited to maintaining regular monthly levels of all office, store and local supplies and equipment
  • Preparing canvass sheets for all purchases and presents recommendation to Management
  • Ensuring on-time payments to supplies, maintaining Purchasing/Expense Datable, and keeping an inventory of all equipment and supplies
  • Maintaining an orderly filing system for the general office and ensures safekeeping of all confidential documents
  • Systematically schedules all field related activities such as but not limited to bank transaction, collection, and external client requirement processing
  • Provides administrative support for the Operations department including filing, routine correspondence, memos and other department forms and documents
  • Maintains corporate records and prepares agendas and other materials for executive meetings
  • Participates in departmental and organizational staff meetings and other meetings and seminars.
  • Performs other related duties as required and assigned

Minimum Qualifications

  • Knowledge and experience in organizational effectiveness and operations management.
  • 5+ years’ increasingly responsible role in human resources.
  • Strong working knowledge of MS Office including Word, Excel, Outlook.
  • 3+ year’s supervisory experience.
  • Knowledge of business and management principles and practices
  • Knowledge of financial and accounting principles and practices
  • Knowledge of human resource principles and practices
  • Knowledge of project management principles and practices
  • Thorough knowledge of the objectives, functions and specialized activities of the administrative department
  • Considerable knowledge of the statutes and regulations that relate to the position assignment
  • Considerable knowledge of personnel, budgeting and accounting especially as they relate to efficient supervision and administration
  • Ability to grasp complex administrative principles and make decisions on difficult and involved issues
  • Subject knowledge – the individual has a prior knowledge of principles and practices of human resources, including new employee intake and orientation and benefit management; knowledge of basic accounting
