IT Project Officer  

1. Manage major as well as minor commercial and in-house systems projects of the company.

2. Design, develop, implement and maintain simple and complex interfaces of two or more systems running in different hardware and software platforms.

3. Responsible for the organization, direction and assignment of required management and technical resources to ensure the success of a corporate project.

4. Manage a cross-functional team of analysts, technicians and consultants to produce the desired results related to a project.

5. Serve as the central and primary point of contact of major corporate projects with profit and loss responsibility from project design to end-user delivery and client acceptance.

6. Develops and applies methodology-driven project plans and strategies.

7. Monitors and controls the quality and timeliness of project deliverables.

8. Responsible for coordinating with the 3rd party vendors and systems integrators, ensure that they comply with the requirements and specifications of the project and ensure that their services are delivered on time, within budget and with work excellence.

9. Provide technical advice to management on matters pertaining to systems and workflow through the use of IT expertise.

10. Provides inputs and recommendations to the over-all computerization plan of the IT department in line with management’s objectives and company directions.

11. Determines the following when the need arises

• hardware and software requirements of a project
• staffing requirements if additional support are needed to implement a project
• training requirements of project staff

12. Determines the information requirements of the company and the most appropriate and effective management information system.

13. Set up the following:

• documentation standards
• programming standards
• workestimate standards
• policies and procedures related to the implementation of new systems or resulting to enhancement of existing system

14. Keep abreast with the new technologies and how it can be adopted.

15. Determines and make recommendations on what service bureaus / software developers are to be tapped for SD project.

16. Prepares a comprehensive and practical realizable work plan to define user’s participation in development and to serve as basis of software developers in drawing up their work program to synchronize activities to be done by both sides.

17. Coordinates with software developers regularly:

• to check on problems being encountered, if any
• additional requirements of users

18. Organizes project meeting / presentation for those involved in the development in coordination with system developer and sees to it that the following are prepared prior to the meeting:

• comprehensive agenda
• reference materials

19. Provides guidance to those whose functional areas are affected by a project.

20. Monitors compliance to serve bureau / software developers to service contract and work schedule committed.

21. Prepares project status report to IT Manager on a regular basis to keep him informed on the progress of the project.

22. Evaluates project output together with users and checks if it is according to user’s specifications.

23. Test completed system to see to that system is workable before acceptance.

24. Ensures adherence to documentation and programming standards.

25. Identifies areas for job enhancement.

26. Evaluates staff regularly and accurately according to guidelines set by Personnel.

27. Attends regular staff meeting for status reporting and team building.

• At least 3 years of related project management experience in the IT industry. Preferably with post graduate degree or units earned in information management or business
• Successful management of at least 4 major IT projects
• College degree in Computer Science, Engineering, Managagement or related fields in the sciences
• Good communication skills (written and oral)
• Can easily relate with top management as well as technical people
• Has done applications in a LAN, WAN, client / server, mainframe, and internet-based environment.
• Knowledge of PC-based development and project management tools
• Working knowledge of 4GL/RDBMS, AS400, AIX-UNIX, SQL, TCP/IP, Object-Oriented, and network concepts
