Job Description

The Right of Way Officer is responsible in overseeing the procurement of land rights (either thru acquisition or lease) for the construction of transmission lines that will connect the Company’s solar power plants to the transmission/distribution grids of NGCP/Meralco/Distribution Utilities. Responsibility includes settlement of all land related legal issues, including ownership, transfer of titles and deeds, mortgage, tax payment delinquencies, zoning, reclassification (if necessary) and annotation of the Company’s right of way property.

Key Duties and Responsibilities:

  • Identifies property owners thru various means including accessing public records and doing due diligence on all prospective project sites
  • Evaluates property market value of project site
  • Negotiates acquisition of property rights by building a positive relationship with property owners
  • Secures necessary barangay, municipal, provincial government endorsements or no objection letters on the transmission line project
  • Secures barangay, municipal, provincial and national government approvals for rights-of-way in case the transmission line route will pass thru local and/or national roads and highways
  • Prepares all necessary legal documents with the assistance of lawyers to ensure that the Company can legally and peacefully occupy the properties

  • Inspects regularly the worksite to ensure that the project remains compliant with laws and permits
  • Manages claims that may be brought against the Company by landowners

Minimum Qualifications

  • Bachelor's degree required preferably in management and real estate
  • Effective communicator and problem solver who possess a strong understanding of local real estate and construction laws
  • Must be detail oriented and skilled negotiator in securing land rights preferably for transmission line and power generation projects
  • Good in doing research which is necessary in determining property ownership and securing records
  • Adept at interpreting maps, blueprints, and property records to ensure that they are securing the appropriate rights and permits for a project
  • Must be highly organized and efficient in coordinating with various local and national government agencies
  • Good interpersonal skills
  • Must be mobile and willing to be assigned to different project-sites
