Job Description

Under the supervision of the Director, the Human Resource and Administrative Officer will be responsible in carrying out the human resource functions of the center which include recruitment, compensation and benefits administration, employee relations, performance management and records management

  • Develop and maintain functional and efficient human resources management and administration systems, processes, and procedures.
  • Track staff movement and enhance recordkeeping, internal controls, and compliance with legal and labor requirements.

Duties and Responsibilities:

Recruitment

  • Develop and/or update job descriptions for new and current positions.
  • Coordinate with the SFI Recruitment team in the submission and posting of manpower requisition documents.
  • Conduct the initial interview for all applicants.
  • Prepare the job offer, employment contract, and Notice of Personnel Action (NPA).
  • Conduct background investigation and reference check on potential candidates.
  • Facilitate the company onboarding program for new employees.
  • Provide coaching and training to company employees on HR and Admin functions.

Compensation and Benefits

  • Track leave database, eligibility, availed, and closed balances of leaves monthly in Excel format.
  • Submit monthly attendance summary and leave summary reports.
  • Process and monitor government mandated benefits, loans, and requests together with the HR/Admin Assistant.

Employee Relations

  • Handle employee grievances formally and informally.
  • Play the role of HR Coach by knowing and counseling employees as and when required.
  • Attend and participate in HR Council meetings.
  • Inform affected employees of unexpected absences from work and coordinate actions ensuring the continuity of services.
  • Organize annual teambuilding, outing and company’s Christmas Party.
  • Spearhead events supporting employee wellness and camaraderie.
  • Promote workplace safety.

Performance Management

  • Recommend and execute policies, procedures, rules and regulations for employees in compliance with the SFI Code of Conduct.
  • Review and update all HR policies to meet the company’s needs.
  • Schedule annual/midyear performance appraisals.
  • Ensure that contracts are updated in a timely manner.

Records Management

  • Maintain organizational chart and current staff contact list.
  • Maintain HR records by recording new hires, terminations, changes in job classifications, and merit increases.
  • Update the filing system and manage filing the office documents for both hard and electronic copies.
  • Conduct exit interviews in specified formats.

Administrative Functions

  • Oversee all administrative functions.
  • Establish and maintain working relationships with the government agencies, and other related personnel organizations.
  • Handle all administrative functions directly in the absence of the HR/Admin Assistant.
  • Prepare correspondence, memos, reports, presentations, and emails to other departments and/or other related offices or agencies in relation to the office operations.

Minimum Qualifications

Academic Qualification:

  • Graduate of Psychology, Behavioral Science, Human Resource Management, Business Studies, Business Administration, Business Management, or any related course.

Work Experiences and KSA:

  • With 2-3 years experience working as HR/Admin Officer.
  • Highly analytical, creative, flexible, and resourceful.
  • Can relate, deal, and interact with different kinds of people at all levels in the organization.
  • Can work independently (individual) and interdependently (group).
  • Willing to work on Saturdays (twice a month) and do field work, if needed.
