Job Description

Duties and Responsibilities

  • Arrange, index, and classify information resources and records of the PPPC e-library, including the development of classification systems to meet operational and legal requirements;
  • Develop and implement accurate and user-centered metadata descriptions and strategies to facilitate access, management, and presentation of e-library assets;
  • Advise on the appropriate e-library software solution most appropriate and compatible with the PPPC KM Portal;
  • Provide assistance to PPPC Staff in the daily scanning workload;
  • Advise on policies on e-library management, new classification systems, and records management when required;
  • Suggest the procurement and licensing of PPP-related electronic information resources if such resources are available and can provide added-value to PPP KM Portal;
  • Research, gather, and disseminate information on new issuances pertaining to knowledge management;
  • Maintain and update the compilation of policies, rules and regulations on library management;
  • Conduct training of staff in the management of the library and library assets; and
  • Perform other work that may be assigned from time to time by the Division Chief or by higher authorities.

Minimum Qualifications

Qualification Standards

  • Education: Bachelor’s degree relevant to the job
  • Experience: One (1) year of relevant experience
  • Training: Four (4) hours of relevant training
  • Eligibility: Career Service (Professional)/Second Level Eligibility

Preferred Qualifications/Competencies

  • Should possess the following technical skills:
    • Knowledge and awareness of emerging information technologies (IT) as they affect library service including working with various IT databases within a Portal
    • Experience in using a bibliographic utility and an integrated library system;
    • Manage/rationalize access to in-house digital resources and tools, serials, & public services;
    • Help assist in the implementation of Web 2.0 technology, such as wikis, blogs, podcasting, RSS, and streaming of audio-visual materials; and
    • Must have excellent computer skills.
  • Core competencies:
    • Ability to set up and manage a working library;
    • Demonstrated experience in cataloging, administration, and supervision of the library, reference, and circulation;
    • Responsible for the day-to-day management of a small to medium sized company library, including, but not limited to, library services, collection management, facility management;
    • Develop and implement policies, integral to library management: e.g. policies on digitalization indexing policies, and use of library;
    • Working knowledge with the Philippine PPP program and its processes preferred; and
    • Team-oriented , possess strong communication and interpersonal skills, and attention to detail.

About Public-Private Partnership Center of the Philippines

Under the Presidency of Benigno Simeon C. Aquino III, public-private partnership was tagged as a powerful machinery to help push forward the country’s development. Under his administration, private sector participation in the country’s economic agenda is clearly defined in his “social contract” with the Filipino people. The Public-Private Partnership Center of the Philippines is the sole body tasked to facilitate and coordinate the country’s PPP program. Part of its task is to manage a revolving fund called the Project Development and Monitoring Facility. At the same time, the PPP Center provides Implementing Agencies (IAs) technical advisory support in project development and management and monitors the implementation of PPP priority projects. Also part of its task is to formulate policy guidelines for PPP transactions, and develop and manage a central database of all PPP programs and projects.
