Job Description

Job Summary

Under direction of the Director III and with considerable latitude for the exercise of independent judgment, serves as head of the Infrastructure Division of the Project Development Service engaged in varied work ranging from routine to very difficult and responsible work, or performs exceptionally difficult and responsible work requiring training and considerable experience and demonstrated capacity and intimate knowledge of project development and management, project finance, contractual agreements, and/or transaction advisory; assumes the supervisory functions of higher level supervisor in his/her absence; and does other related work from time to time.

The Project Development Officer V shall perform the following duties:

1. Plans, programs, and distribute works, reviews and evaluates the performance of employees, and maintain morale and discipline among employees;
2. Oversee the outputs of the division in the overall project development cycle from conceptualization, screening, evaluation up to bidding/tendering;
3. Lead the PPP projects appraisal process, conduct initial project screening and strategic PPP project due-diligence;
4. Communicate status changes of projects with regards to details; and
5. Provide comments and inputs on Project Financial and Economic analyses.

Minimum Qualifications

Qualification Standards

Education: Master’s degree
Experience: 4 years of supervisory/management experience
Training: 40 hours of supervisory/management learning and development intervention undertaken within the last 5 years
Eligibility: Career Service Professional/Second Level Eligibility

Preferred Qualifications/Competencies

Graduate of Bachelor’s Degree in Engineering, Business, Management, Economics, Finance or
other related field with a Master’s Degree in Urban Planning, Transport Planning, Development Studies, Public Administration/Management, Business Administration, Economics, and Finance
With experience on the following:

a. PPP project development/management, assessment and/or analysis;

b. PPP project bidding, contractual agreements, and/or transaction document;

c. Development/LGU planning and management; and

d. Advantage
» Project appraisal, financial analysis and financial modeling
» Experience in dealing with LGUs and handling LGU projects
» Willing and able to undertake site inspections outside Metro Manila
» License on Environmental Planning, Civil Engineering, and/or Architecture
» Familiarity with the industry applicable laws, national and international codes and planning standards (e.g. National Building Code, HCM, Land Use Planning guidelines, etc.).

About Public-Private Partnership Center of the Philippines

Under the Presidency of Benigno Simeon C. Aquino III, public-private partnership was tagged as a powerful machinery to help push forward the country’s development. Under his administration, private sector participation in the country’s economic agenda is clearly defined in his “social contract” with the Filipino people. The Public-Private Partnership Center of the Philippines is the sole body tasked to facilitate and coordinate the country’s PPP program. Part of its task is to manage a revolving fund called the Project Development and Monitoring Facility. At the same time, the PPP Center provides Implementing Agencies (IAs) technical advisory support in project development and management and monitors the implementation of PPP priority projects. Also part of its task is to formulate policy guidelines for PPP transactions, and develop and manage a central database of all PPP programs and projects.
