Job Description

  • The Learning and Organizational Development Manager is responsible for overseeing the Organizational Development functions including Learning and Development, Succession Planning and Career Development and Performance Management.
  • Responsibilities
  • Organizational Development
  • Leads the conduct of research and other diagnostic activities to understand the state and dynamics of various aspects of the organization that include leadership and culture, values, structure, talent strategies, systems, policies and processes.
  • Designs, develops, implements and evaluates programs aimed at ensuring the success of planned change initiatives.
  • Ensures alignment of people and processes, vision-mission-strategy and structure, leadership and workforce, organizational objectives and culture.
  • Makes recommendations/Designs programs to address the findings in the diagnostic exercises.Analyzes result of diagnostic activities and makes use of these as input to the design of organizational development programs.
  • Learning and Development
  • Manages the learning value chain particularly analysis, design, development and evaluation of learning and development programs.
  • Leads the conduct of organizational training needs assessment that serves as the basis for the design of organizational learning and development programs
  • Designs learning and development programs to support talent capability development, succession planning and career development following the Framework for Corporate Learning – the 3Cs of Learning and Development that includes: Corporate Citizenship, Contextual Business Framework and Core Workplace Competencies covering Leadership and Functional Competencies.
  • Ensures the implementation of annual training plan of the organization.
  • Ensures the evaluation of learning programs along the four levels – Level 1 – Reaction; Level 2 – Knowledge Acquisition; Level 3 – Behavioral Change; and where applicable, Level 4 – Organizational Impact.
  • Recommends appropriate learning interventions for employees in coordination with SBUs and SBPs.
  • Succession Planning
  • Develops the Succession Plan for the organization
  • Conducts regular talent review meetings with the Talent Review Board to continually identify high potentials for critical leadership positions and to assess their readiness.
  • Recommends strategies for sourcing and developing of talents - internal, external
  • Identifies and designs programs to support the development of identified high potentials.
  • Career Development
  • Develops and oversees the implementation of career planning programs
  • Designs programs to support career development plans of individuals and teams.
  • Performance Management
  • Ensures the implementation of the Performance Management Cycle at various levels across the organization – Goal Setting – Feedback and Monitoring – Evaluation.
  • Ensures the alignment of individual and department plans to organizational objectives.
  • Develops processes and programs to reinforce positive results and address gaps to develop sustainability of improvements.
  • Management
  • Ensures the implementation of standard procedures, policies, rules and regulations regarding Organization Development, Learning and Development, Succession Planning, Career Development and Performance Management.
  • Makes recommendations on improvements of policies and processes in Learning and Development, Succession Planning, Career Development and Performance Management.
  • Ensures that the Learning and Organization Development budget is effectively managed and optimized.
  • Prepares and ensures the effective implementation of the annual Learning and Organizational Development plan in coordination with the Strategic Business Units (SBUs) and HR Business Partners (SBPs)

Minimum Qualifications

  • Minimum Requirements/Qualifications
  • Bachelor’s degree, preferably Psychology or Behavioral Science
  • At least three (3) years experience in OD and /or Learning and Development
  • Preferred Requirements/Qualifications
  • Good interpersonal skills.
  • Good communication skills, both written and oral.
  • With leadership skills
