Job Description
- Implement or maintian Federation standard practices in logistics procedures.
- This role carries both coordination and management responsibilities. The role will coordinate country level logistics service provisions in conjunction with NS and under the guidance of the IFRC Heads of RLU. The ultimate aim of working with NS is to build skills and capacity to enable NS to manage country level logistics as a set target with RC/RC need. This role is also responsible for the direct management of IFRC logistics projects and carries accountability for country-level IFRC fixed logistics assets. As such, this role requires an excellent team working, training, and project management skills and technical expertise.
- To provide logistics technical advise, support and training to IFRC staff/PRC and PNS to ensure the necessary capability and understanding exists to ensure that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures.
- Coach and support Logistics staff to help improve capability in the team and the service that the team provides.
- Prepare timely monthly reports to the Regional Logistics Unit.
- Signatory authority for Request of Payment, procurement documents such as but not limited to Requisition, CBA & Note File and Leave Requests of staff.
- Represent IFRC Logistics in the opening of Tenders in PRC BAC Office; act as IFRC focal person to PRC BAC Chairman
- Manage and coordinate import, export and regulatory functions for the Country Office including customs clearing and duty exemptions with close coordinator with NS,
- Liaise and coordinate with the relevant stakeholders regarding delivery of supplies and keep all parties informed of any changes in a timely manner.
- Provide technical support to PRC logistics staff to maintain the LOGIC master database and get all the stock reports from the field and prepare a consolidated report for PRC National Logistics Coordinator.
- Consolidate the monthly stock position report for Operations and Programmes Manager and KL-RLU for stock management and insurance purpose.
- Ensure that all invoices submitted by the freight forwarder for customs clearance and transport company for transportation of goods are prepared by Logistics assistant and should be presented to the finance department in a timely manner.
- Ensure that all closed files are properly archived and maintained according to the required paper trail.
- Upon request of Head of Operations or Head of Country Office can be deployed in the field to support related tasks in Warehousing and implementation of the LOGIC system.
- Upon request of Head of Operations or Head of Country Office support PRC/PNS on certain activities related to capacity building.
- Provide technical advice to procurement team in arranging for proper inspection of procured NFI, Services and follow up as required
Minimum Qualifications
- Professional qualification in Logistics
- Experience of working for the Red Cross/Red Crescent
- Experience in managing and supporting staff
- 3 years' experience in providing logistics services and supply chain management in complex emergencies
- Strong analytical and planning skills
- Good communication and presentation skills
- Excellent problem-solving skills
