Job Description
The Consultant will take the lead, in conjunction with Philippine Red Cross (PRC) and Australian Red Cross (ARC), in developing evidence-based project proposal to ARC. The consultant will design and follow a thorough process of understanding of and experience in inclusive DRR with livelihood and climate change adaptation activities in building community resilience.
He/she will explore range of options for building urban community resilience in accordance with relevant policies and thrusts of PRC and ARC. It will include considerations of hazards, risks, vulnerabilities and strengths of communities and analysis of current gaps of stakeholders to ensure that the project will address the unmet needs.
The consultant will develop a detailed work plan that will include undertaking at least the following tasks:
- Review and compiling of relevant policies, research, evidence from prior similar interventions, best practices and lessons learnt on DRR and climate change adaptation;
- Secondary data analysis to identify gaps that may need to be addressed through primary data collection in selected areas;
- Meet with multiple stakeholders (government, academia, research institutions, NGOs, community-based organizations, private sectors, community residents, etc.) to explore/develop potential collaborations for this project;
- Identify, develop and facilitate participatory methods for primary data collection and develop methodologies to assess community and city level needs;
- Conduct problem and solution analysis, and validation workshops as required with relevant stakeholders at different stages of the proposal development;
- Identify, analyse and provide recommendations on developing the resilience communities through sustainable development of the most vulnerable groups affected by the different disasters
- Design a project proposal based on the primary and secondary information gathered that builds upon the mandate of PRC and potential/ committed stakeholders’ functionExpected Deliverables

Minimum Qualifications
- Advanced university degree in DRR, climate change, urban development, development studies or related field
- Minimum 10 years experience in the design, implementation and/or management of DRR projects and programs for institutional and international donors
- Prior demonstrated experience developing proposals for institutional and international donors
- Experience in designing projects for Red Cross and Red Crescent (RCRC) is preferred
- Ability to work efficiently and effectively with targeted key informants including remotely writing and revising proposal documents
- Ability to integrate different experiences, methodologies and approaches from diverse range of stakeholders, organizations and technical experts from multiple sectors
- Flexibility to adapt to any subsequent changes in terms of reference
- Working relationships with relevant authorities
- Willingness and ability to travel to the field to conduct assessments and analysis of data (both primary and secondary)
- Excellent English speaking and writing skills
- Prior experience of facilitating multi-stakeholders and dialogues
