Job Description
Under the guidance of the Humanitarian Diplomacy Manager, the Consultant shall:
- Conduct desk research on relevant Philippine laws, provincial/municipal/city ordinances, issuance, plans and projects on Disaster Risk Reduction (DRR). Climate Change Adaptation (CCA) and Environment Management and Restoration (EMR).
- Finalize the methodology and report format for the research in consultation with the Philippine Red Cross.
- Coordinate and follow-up with Local Government Units (LGUs), Non-Government Organizations (NGOs) and other stakeholders on the schedule of interview and meetings, etc.
- Conduct interviews or convene meetings with key stakeholders and facilitate workshops with the PRC as required by the project.
- Maintain a database of documentation and transcription of the interviews and meetings for the purpose of reference.
- Write and submit a report, complete with the executive summary, references, and annexes, as needed.
- Coordinate with PRC National Headquarters, and the Surigao del Norte Chapter in the implementation of activities.
- Provide technical support to PRC Surigao del Norte on advocacy and dialogue, as needed.
- Performs other functions related to the research.
Minimum Qualifications
- Bachelor's degree graduate of Political Science, Public Policy, Public Administration, International Studies or any related courses.
- Strong experience of policy analysis on Disaster Risk Reduction (DRR). Climate Change Adaptation (CCA) and Environment Management and Restoration (EMR) and humanitarian issues.
- Experience in research and policy analysis.
- Previous engagement with local or international non-government organizations is an advantage.
