Job Description

BACKGROUND:

The Quirino Livelihood Project is a continuation of the Phase I project from 2014 -2016 that focused on resilience building through improvement of income generation of farmer households and disaster risk reduction activities in the most vulnerable communities of Quirino. The Phase II addresses the need for strengthening and improvement of social capacity of the community through community based agro-associations. The project is currently focusing on root crops specifically ginger, taro, ube and cassava products. The consultancy will focus on the initial stages of setting up the association and capacity building activities. This project is in line with PRC’s strategic goal to improve resilience in communities.

OBJECTIVE OF THE CONSULTANCY

The project seeks to engage a consultant who will facilitate and provide technical inputs on association development through a coaching-training system to be conducted for two (2) agro-associations.

The overall goal is to strengthen the associations through capacity building activities. Specifically the objective are the following:

  • Support the creation of farmer associations through coaching and facilitation;  Development of documentary guide of the associations to operationalize their business which include a business plan and operational plan which will serve as blue print in running the business;
  • Development of the competencies of the leaders of the associations to negotiate, market and set up systems for the sustainability of their operations. Development of competencies in terms of organizational structure, leadership and management (Community-Enterprise Leadership sessions / Training on Financial Management (Bookkeeping, internal control) / Product Enhancement / Negotiation and Partnership);
  • Strengthen the ability of the leaders to increase the value of their products thereby increasing their absolute income;
  • Linkage to supply and demand market and public and private support agencies in order to sustain the operations of the associations.

Minimum Qualifications

  • College Graduate Business Management, Marketing or any other related courses
  • Specialization on Association Development is preferred
  • Actual experience on business management is an advantage
  • Experience working in rural context
  • At least four (4) years’ work experience in business or association development
  • Technical writing skills and ability of produce comprehensive reports and plans
  • Language Preference: Technical Writing Skills in English and Fluency in Ilocano Dialect
  • Result driven and has initiative

TASKS AND RESPONSIBILITIES

  • Conduct a needs and resource assessment. 
  • dentify the gaps and weaknesses of the associations through evaluations and streamline the coaching and trainings to fit the needs.
  • Development of business plans for the two (2) agro-associations.
  • Course development and facilitation of two (2) batches of Business Management Training.
  • Preparation of the detailed plan for the whole process of the technical assistance to associations for the coaching and the workshops.
  • Preparation of the business development tools and materials to be used during the consultancy and identification of resources needed for the training-workshop to ensure that the process of its facilitation will run properly as proposed in the deliverables.
  • Conduct regular monitoring and evaluation and submission of weekly update to PRC staff.
  • Assist the associations in forming linkages with different stakeholders and coming up with short to medium term development plan.

DELIVERABLES

The following are the deliverables of the consultant throughout the consultancy period. The items indicated will be the basis of the tranches of the financial compensations.

A. Needs and Resource Assessment Report The report should be based on the evaluation done of the strength, weakness, needs and gaps of the two (2) associations. The report should contain separate evaluation and recommendation for each associations. The recommendations should be practical enough to be done within the time scale of the consultancy or at least included in the strategic plan of the association. Assessment should be based on the experience, level of organization and management, financial capacity, motivations and livelihood strategies of the members. The report should not be more than 30 pages and will be delivered in English.

B. Business Development Training Course Outline It should contain the following information: the modules, description, timeframe, methodology and resource person. It should be presented in an organized table with a concept note. This will be submitted after the needs and resource assessment. It should also be noted that the training design for each association may vary depending on their existing capacity.

C. Conduct Business Development Training to Two (2) Agro Associations The training should cover the basics of business management and association development. It should reflect the results of the assessment during the inception phase. Ideally length of the training should be around a total of ten (10) days although the length may be flexible depending on the need of the participants. Sessions can be done in non-consecutive manner to avoid burn out from the participants. The mode of instruction will be in Ilocano.

D. Development of Two (2) Business Plans The consultant will facilitate at least two (2) business proposal writing workshop for a minimum of five (5) days each workshop. At the end of the workshop, each association should be able to submit a feasible business proposal that will be the basis of all the project activities. The business proposal should contain at least the following:

Executive Summary

  • Marketing Plan
  • Production Plan
  • Organization and Management Plan
  • Financial Plan

Contents will be finalized after the assessment. The business plans will be delivered in simplified English.

E. Weekly Coaching and Update Report The consultant shall conduct weekly coaching and monitoring per association after the business management training and business planning. A weekly monitoring report should be submitted to the PRC-SRC Qurino office every Monday not later than 5:00PM physically or electronically.

F. Support to Linkages, Partnerships and Market Access The consultant shall support the formation of linkages and partnerships that will be identified during the assessment.

G. Final Report The final report should contain the following contents. The document should not be more than fifty (50) pages excluding the annexes. It will be delivered in English.

METHODOLOGY

The methodology will follow three logical phases through context based coaching, facilitation and training. The methodology should be elaborated in the technical proposal that shall be submitted by the consultant. Although this is the proposed methodology, the project is open to other approach that will address the need of the associations.

1 st Phase: Inception Stage Assessment The consultant will conduct an organizational assessment to the two (2) agro-associations in order to identify the strength, weakness and needed resources of each association. The assessment will also include external factors like opportunities and risks in policies, market system and practices. Development of Capacity Building Plan The results of the assessment phase will be the basis of the capacity building plan for the two (2) agro-associations. Ideally the plan should incorporate the findings in the training approach and modules. The training design should consider the availability, priorities area of needs and level of comprehension of the participants.

2 nd Phase: Capacity Building Stage Business Development Training and Coaching The training will be conducted to address the capacity building needs based on the assessment report. The modules should cover the following topics with special emphasis to the needs of the associations. There will also be coaching sessions during the entire consultancy so as to provide technical advice to the members in all the phases. The coaching should build upon the topics discussed during the training together with the business plan to be developed. a. Leadership and Organizational Development b. Market and Market Management c. Production Management d. Financial Management and Internal Control e. Development of Partnerships for Rural Community Based Associations Development of Business Plans The consultant will facilitate the development of business plans for the two (2) associations. The content should include description of the products, operational plan, and marketing plan, organizational structure and financial plan. The plans will be basis of the enterprise strategy of the two (2) agro-associations.

3rd Phase: Facilitation of Linkages, Partnership and Market Access Stage Linkages and Partnerships to Stakeholders This will focus on mapping out possible partners eg government agencies or private sector that can assist the associations in through different services. Market Access Support The consultant will support the associations in looking for opportunities in marketing the commodities. These can be in the form of linking with traders, markets, financial institutions or other associations to improve the access to market.
