Job Description
Tasks:
- Ensures that the performance review is conducted regularly based on the PMS cycle
- Conducts a yearly review of the PMS and submit recommendations to the DED to ensure alignment with CSC requirements
- Creates and update the PMS database
- Communicates with line managers when there are performance gaps that need to be addressed
- Works with line managers to provide counselling for employees with performance ratings that fall below standards.
- Partners with institutions to ensure a pool of talents
- Develops and implement an on-boarding program aligned to the Nayong Pilipino values and direction
- Conducts sourcing and recruitment activities within a given timeframe
- Works with line managers, the DED, and the ED is updating job requirements
- Uses a computer and is familiar with operating basic systems such as Windows, MS Word, MS Excel, multimedia presentations and Internet. Integrates audio, video and animation in PowerPoint presentations
- Consolidates payroll data and submits request for payment to Accounting
- Develops and maintains the central HRIS
- Reviews and maintains policies and relevant HR documents, including but not limited to HR 201 files, government reportorial requirements, CSC and NPF memoranda
- Handles HR-related government reportorial requirements
- Reports to the DED for HR and Admin
Competencies:
Technical competency
- Conducts information awareness activities on the agency’s Performance Management System
- Assesses the level of performance of offices/employees (Office/Individual Performance Ratings) and prepares organization-wide reports.
- Consolidates, evaluates and analyzes issues/concerns of offices/employees with respect to targets and accomplishments
- Conducts survey, FGD, research, policy studies, benchmarking studies on Performance Management System.
- Conducts performance-related studies (e.g Profile of top and performers)
- Sources internal and external talents through various recruitment strategies
- Interviews candidates using the behavioral event interview method and prepares reports
- Consolidates data and prepares accurate payroll vouchers
- Monitors and reviews office reports to ensure compliance with existing policies, processes, and systems of benefits, compensation, rewards and incentives, health and wellness mechanism of the organization
- Checks applicant’s employment-related paperwork documents for completeness and prepares appointment papers
- Conducts exit interviews to identify HR strengths and areas for improvement and prepares report
- Conducts onboarding training and suggests refinements based on observed participant reaction and level of understanding

- Checks for accuracy and completeness of submitted documents and provides immediate feedback on reports and documentation that need to be revised

- Maintains professional working relationships with relevant institutions to ensure a ready talent pool and provide development opportunities

- Conducts information campaigns on the PMS
- Communicates performance evaluation results to the appropriate personnel.
- Is able to articulate the values of Nayong Pilipino to new employees and share his/her excitement about working in NPF
Teamwork
- Works with line managers to ensure proper implantation of the performance evaluation and address performance gaps as well as amend job descriptions to reflect current needs
Results-orientation
- Ensure that the performance evaluation is properly conducted and adheres to the schedule (based on the PMS cycle) and results are properly reported
- Ensure that all requests for personnel are filled in a timely manner
Minimum Qualifications
- A graduate of a bachelor's degree, preferably in Psychology
- 2-years work experience
- Career Service (Professional) Second Level Eligibility
- 8-hours of relevant trainings
