The Institute for Solidarity in Asia (ISA) is a non-government organization advocating good governance. Founded last December 2000 by a group of fellows headed by former Finance Secretary and NEDA head Dr. Jesus P. Estanislao, the Institute aims to uplift the level of governance in the public sector. Hinged on the Harvard Business School’s Balanced Scorecard technology, the Performance Governance System (PGS) is ISA’s tool for transformation. As a performance management framework, the PGS builds on potential: it capacitates public sector institutions including local government units and national government agencies to create their future through strategies which will allow them to achieve and sustain their objectives for the delivery of quality service to their constituents.
