Job Description

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Performs job functions consistent with the vision and mission statements and the values of the institution.
  2. Assists in manpower planning in relation to the projection of present and anticipated manpower requirements in quantitative and qualitative terms; Assists in undertaking manpower skills inventory to summarize current competencies and developmental needs of individual employees.
  3. Participates in employee / faculty recruitment activities by:
    1. Undertaking the publication / posting of job openings
    2. Conducting initial screening interview of applicants and determining their compliance with basic qualification standards;
    3. Arranges for the administration of pre-employment tests and secures test results;
    4. Referring short-listed candidates to requisitioning office / department for further interviews and screening processes such as demonstration lectures for faculty members.
  4. Assists newly hired employees in the completion of their pre-employment documentary requirements.
  5. Monitors employees’ compliance with HR rules and regulations pertaining to submission of documentary requirements.
  6. Maintains personnel records:
    1. Documents all employee transactions as recruitment and placement, transfers, promotions, resignations, retirement, and separations;
    2. Prepares contract of employment and personnel action forms for new and promoted employees;
    3. Maintains and updates individual employees’ personnel files (201 files).
    4. Maintains documentation of action taken on disciplinary cases against employees.
  7. Maintains and updates administrative issuances on personnel policies and procedures; Receives and responds to employees’ inquiries on matters related to human resource administration.
  8. Ensures recording of availment of and current balances of employees’ leave benefits.
  9. Records and reports daily attendance.
  10. Assists employees in availment of loans from the SSS, health insurance benefits.
  11. Prepares reports on personnel head count and deployment.
  12. Assists in the collation and interpretation of performance evaluation / appraisal results.
  13. Assists in monitoring the implementation of policies and procedures relating to employee discipline, and reports violations to the HR Director for appropriate action.
  14. Undertakes job analysis in relation to requests for the rating and evaluation of newly created or modified jobs and positions.
  15. Assists in the updating and production of the human resource policies and procedures manual; Disseminates copies of the HR/administrative manual to all employees.
  16. Undertakes organizational and course-specific training needs analysis to identify development needs of employees and faculty members in relation to job performance that may be addressed by different forms of training intervention.
  17. Interprets and consolidates training and development requirements of employees and faculty members from the training needs analysis, performance appraisal reports, and other source documents and recommends corresponding responsive training and development programs.
  18. Assists in the development of training program content and support materials such as participants’ manuals and audio-visual instructional aids for use during the delivery of the program.
  19. Undertakes program administration through coordination and provision of logistical requirements relating to venue, meals and snacks, materials, equipment, and the like.
  20. Administers and conducts basic and generic training programs for rank and file employees of the Institution.
  21. Assists in the implementation of the orientation program for newly hired employees.
  22. Sources and coordinates the invitation of external facilitators / resource persons for the delivery of training and development programs.
  23. Undertakes program evaluation at the reaction, learning, and results levels; Prepares analysis and recommendations on findings from the evaluation.
  24. Arranges for employee availment of external scholarship and participation in outside training and development programs conducted by other institutions.
  25. Monitors employees’ / faculty members’ availment of the Institution’s scholarship programs related to the pursuit of advanced formal education.
  26. Assists in the development of career ladders and succession plans; Prepares career management data on employees and faculty members of the Institution.
  27. Receives and responds to employee inquiries related to training and development.
  28. Organizes and implements employee relations activities such as sports, social, recreational and spiritual activities.
  29. Performs such other duties and responsibilities analogous, germane or related to and/or implied from the above enumeration of duties and responsibilities.

Minimum Qualifications

  • Graduate of Business, Finance or Human Resource related Courses
  • 1 to 2 years of Experience
  • Strong analytical and planning skills;
  • Good communication and presentation skills;
  • Excellent problem-solving skills;
