Job Description
I. Position Mission
The HR People and Operations Manager takes a significant role in executing effective and efficient recruitment, compensation and benefits, and HR operations processes and services for Fly Ace Holdings Inc. (FAHI) and provides support in sourcing, attracting, hiring, integrating, developing, motivating and retaining an A team players / employees. He/she is the main interviewer of all candidates for management positions in the Fly Ace Group of Companies.
II. Primary Deliverables
HR People Management
- Evaluating current recruiting procedures to determine whether they can be modified for increased efficiency and effectiveness. Modifying current recruiting procedures or developing new procedures as needed.
- Supports organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; and recommending changes.
- Supervising and providing overall guidance and evaluating the performance of the recruitment team. Monitoring key recruitment metrics to identify and resolve issues affecting recruiting procedures.
- Liaising with company department heads to anticipate and plan for future recruitment needs. Reviewing and selecting suitable job advertising options. Conducting interviews with job applicants and creating a shortlist of suitable candidates.
- Evaluating and modifying existing and / or developing and implementing new compensation and benefits programs, policies, and procedures.
- Managing subordinate HR employees and daily operations related to compensation and benefits activities. Preparing budgets, reports, and presentations.
- Implements employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; and designing and conducting educational programs on benefit programs.
- Manages a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; and recommending, planning, and implementing pay structure revisions.
- Developing incentive, employee wellness, and performance management programs.
HR Operations Management
- Enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
- Maintains the work structure by updating job requirements and job descriptions for all positions.
- Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors.
- Ensures legal compliance by monitoring and implementing applicable human resource labor requirements, conducting investigations, maintaining records.Enforces management guidelines by preparing, updating, and recommending human resource policies and procedures.
- Retains historical human resource records by designing a filing and retrieval system and keeping past and current records.
- Completes human resource operational requirements by scheduling and assigning employees and following up on work results.
- Advances human resource staff job results by counseling and disciplining employees; and planning, monitoring, and appraising job results.
- Contributes to team effort by accomplishing related results as needed.

- Regularly attending conferences, seminars, job fairs, and other industry events to network and develop long-lasting professional relationships.
- Cultivates professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
- Provide general support to other connecting departments to achieve and sustain excellent service levels
- Develop policies and procedures and create/enhance reporting tools in collaboration with related departments as necessary for continuous improvement of Human Resources work processes

Minimum Qualifications
I. Job Specifications
Education:
- Bachelor's degree in Human Resource Management, Business Management, Labor Relations, or related field.
- Master’s degree in Human Resources Management or a relevant field is an advantage.
II. Professional Experience
- Prior experience as an HR Manager, HR Operations Manager or a similar role
- Proven experience working as a Recruiting Manager. Sound knowledge of labor legislation and HR practices.
- Extensive knowledge of benefits and compensation programs, policies, procedures, and applicable legislation.
- Experience managing benefits and compensation in a Human Resources Information System (HRIS).
- Ability to take quick decisions while working in a fast-paced environment
- 5+ years of experience in progressively responsible human resource roles
- 3+ years of experience in Labor Relations and Employee Relations
- 3+ years of experience in a HR Managerial role
