Job Description
The National Program Management Office is responsible for managing and directing the Bus Rapid Transit and road-based public transport reform initiatives of DOTC nationwide. This office will: deal with matters relating to policies and strategies, assist Project Implementation Units, prepare new project proposals, and monitor the programs.
Responsibilities and Duties:*
1. Conduct financial analysis of proposed projects; develop or review the financial models to support the planning and implementation of projects under NPMO;
2. Study and advise on commercial potential for advertising and how the public transport authority can best derive sustainable revenues from advertising and other income-earning opportunities;
3. Conduct surveys and studies of the profitability of operators and drivers/financial viability of particular routes;
4. Assess the financial viability of the existing public transport system and analyze current profitability of different industry segments;
5. Study vehicle financing options for service contractors and recommend measures or policies to achieve lower financing costs for bus operators;
6. Develop a financial model to simulate the impact of different "fee per km" amounts on the profitability of bus operators under service contract;
7. Use financial model to determine requirements for subsidy, if any, or the amount of provisioning needed in case of a funding deficit;
8. Serve as project manager/officer during the project planning stage, overseeing the conceptualization, preparation and processing of selected BRT projects or corridor-transformation projects, including obtaining all required governmental approvals; and
9. Supervise the Accountant III.

Minimum Qualifications
Bachelor's degree in Accountancy
Experience
Five (5) years relevant experience
Training
Sixteen (16) hours relevant training and valid professional license
