Job Description

The National Program Management Office is responsible for managing and directing the Bus Rapid Transit and road-based public transport reform initiatives of DOTC nationwide. This office will: deal with matters relating to policies and strategies, assist Project Implementation Units, prepare new project proposals, and monitor the programs.

Responsibilities and Duties:*

1. Work closely with DOTC's Transport Planning Unit to develop a prioritized, multi-year rolling work plan to improve road-based public transport in major cities, based on the recently-prepared master plans and analysis of updated travel demand;
2. Use transport models to simulate impact of changes in service levels and routes, and to determine best sequencing of interventions;
3. Identify priority corridors for improvement either through BRT system development or the introduction of high quality bus services;
4. For each of the pipeline projects, prepare the project concept notes to enable the projects to be considered for further processing, including feasibility study preparation;
5. Ensure that pipeline projects are included in the Government's public investment program and budget;
6. Work closely with metropolitan authorities and local government units to ensure that they are aware and closely involved in NPMO activities; encourage LGUs to pursue complementary investments in public transport, such as terminals and depots, pedestrian walkways and bikeways, that would improve the convenience of the public transport system for ordinary commuters;
7. Study the impact of projects or policy reforms in the public transport sector and advise on desirable policy reforms;
8. Prepare quarterly reports on progress of various projects under NPMO; organize meetings with project teams to diagnose any project issues and assist in addressing the key issues;
9. Serve as project manager/officer during the project planning stage, overseeing the conceptualization, preparation and processing of selected BRT and road-based public transport reform projects, including obtaining all required governmental approvals;
10. Prepare a user-friendly project cycle manual that can help to orient new staff and consultants and be used also as a quick reference for project managers/officers in NPMO; and
11. Prepare the projects for turn-over to the Project Implementation Units.

Minimum Qualifications

  • Education
    • BachelorÕs Degree in Civil/Transportation Engineering or Urban Planning
  • Experience
    • One (1) year relevant experience
  • Training
    • Sixteen (16) hours relevant training and valid professional license (if Engineer)
