Job Description
The National Program Management Office is responsible for managing and directing the Bus Rapid Transit and road-based public transport reform initiatives of DOTC nationwide. This office will: deal with matters relating to policies and strategies, assist Project Implementation Units, prepare new project proposals, and monitor the programs.
Responsibilities and Duties:*
1. Formulate a Legal Activities Work Plan for the NPMO with time-bound actions and coordinate accomplishment of key legal actions/tasks for all BRT and non-BRT road transit projects;
2. Prepare and review contracts related to NPMO and project activities, including financing agreements, civil works contracts, and service contracts for bus operators and contractors performing support functions;
3. Review project proposals and undertake legal analysis of project- or program-related issues or proposals that may arise in relation to NPMO's work;
4. Conduct policy and institutional assessments of the public transport sector, including the roles of regulatory bodies in the conduct of public transport projects under NPMO, to ascertain the validity and viability of the proposed project institutional and financial arrangements, taking into consideration requirements of transportation laws, labor laws and other related laws;
5. Participate in, and provide advice on, contract negotiations;
6. Formulate proposed policies and, if needed, draft proposed legislation that would support the aims and objectives of desired public transport reform;
7. Formulate a Procurement Work Plan for the NPMO with time-bound actions and coordinate accomplishment of key procurement actions for all BRT and non-BRT road transit projects;
8. Monitor the procurement plans of various PIUs and ensure efficient and timely delivery of procurement requirements, and report on the procurement status of various projects under the oversight of NPMO;
9. Develop and implement procurement-related capacity building and transfer of knowledge programs for project/organic staff/consultants in NPMO and PIUs;
10. Develop effective and comprehensive filing systems for all procurement documents for all projects and programs under NPMO; and
11. Participate in procurement activities and meetings as required and prepare the necessary presentations as needed.
