Attorney II (Legal Service, Legal Division)  

The position is responsible for the provision of legal advice and counseling and ensures the speedy disposition of appealed cases involving non-teaching personnel. He /she also performs legal researches as required by the Division.

To assist Attorney III, provide efficient General –in- House General Counseling, and ensure the speedy disposition of appealed case involving Non-Teaching personnel in the Department. To conduct legal research as required by the legal division in the resolution of administrative cases, review or draft contracts and partnership agreements (MOU, MOA) ensuring the legality of such.

Duties and Responsibilities

• To Review and gather materials on Constitutional Government and administrative laws and CSC Rules and Regulations related to appealed administrative case as basis for case interpretation
• To review historical cases and decisions related to appealed administrative case as basis for drafting case decisions or resolutions.
• To draft contracts, MOU/MOA
• To provide technical assistance in the area of research to the legal division towards increased access to the delivery of quality legal service
• To review MOU, MOA, Office Order, SPA and Contracts as to forms and substance
• To recommend specific action on the subject documents
• Recommends decisions/resolution
• Gathering of materials for the uniformity in the issuance of legal opinion/interpretation of laws
• Gathering of materials for the designs which will ensure issuance/preparation of legal document Office Order, SPA and the like, consistent with existing laws, rules and regulations
• Performs functions as may be assigned by the superior.
