Job Description

Terms of Reference:

The ITO Ill acts as the Chief of the KM Division. The general role of the ITO Ill is to ensure that the functions of the KMD Units are performed and assigned programs/projects/ activities are completed on time and met the quality requirements of the Commission. As such, the ITO Ill should have the capability in managing the different functions of the KMD Units and staff to provide efficient and effective service to the stakeholders under the supervision of the Oversight Director. Specifically, the ITO III shall perform the following functions:

  • Supervise the preparation and implementation of plans, programs, projects, annual work plan and financial plan in coordination with KMD Units taking into account the information/data computing needs (hardware, software, humanware, information systems, Internet connection) of the Commission;
  • Supervise the projects/activities of KMD units and monitor the completion and delivery of project/activity outputs on time;
  • Supervise the setting of performance targets and indicators of individual KMD staff vis-à-vis approved annual work plan of the KMD and Performance-based System of CHED;
  • Plan, supervise, evaluate and review the work and performance of KMD staff;
  • Consolidate the physical accomplishment reports and narrative accomplishment reports of KMD Units;
  • Supervise the development/adoption, implementation and maintenance of applicable administrative information systems and new information and communication technologies;
  • Supervise data reduction, information packaging, printing and dissemination of information, education and communication (IEC) materials and other market information for public consumption;
  • Represent the Oversight Director in the inter-agency projects relative to education statistics and Information and Communications Technology (ICT) as assigned;
  • Provide advices/recommendations to CHED management on the computerization programs/Information Communication Technology (ICT) projects of the Commission and other inter-agency groups/committees;
  • Evaluate Information Technology (IT) project proposals of HEls and recommends to CHED Management Committee for decision;
  • Finalize reports for submission to the Oversight Director; and
  • Perform other related functions as may be assigned.

Minimum Qualifications

Qualification standards:

  • Master’s degree relevant to the job or certificate in leadership and management from the Civil Service Commission;
  • 4-years in position/s involving management and supervision;
  • 40-hours of training in management and supervision;
  • Career Service (Professional), Second Level Eligibility;

  • Expertise in Research and Data Analysis

  • Flexible and can work under stressful working conditions
  • Able to interpret, analyze and evaluate data and information and make decisions concerning complex problems
  • Proficient in MS Office/computer literate
