Job Description

Under the supervision of the HR Administrator, the HR Officer assists in implementing, monitoring, and evaluating HR-initiated services and programs, in accordance with the standards, processes, goals, and targets agreed upon. Specifically, the HR Officer supports the achievement of HR mandates by:

  • ensuring that HR policies, standards, and guidelines are implemented properly and in a timely manner;
  • ensuring the effective delivery of all programs, initiatives, and services initiated.

Main Duties and Responsibilities:

  1. HR Partnering
    1. Keeps track of updates and developments that affect the University as an organization, including its employees.
    2. Keeps abreast of trends and changes happening in the University and with client units.
    3. Manages and maintains relationships with clients.
  2. Workforce Complement Management
    1. Monitors potential and actual employee transitions and movements, and coordinates with the concerned offices for their next course of action.
    2. Prepares employee and administrator lists for each school year for documentation and tracking purposes.
    3. Coordinates with the assigned unit to understand the needs of the organization and ensures that the job description properly reflects the requirements from the role.
    4. Researches, analyzes, and presents workforce data, and provides recommendations on workforce planning.
    5. Updates management on the status of the candidates on a weekly basis, providing workforce demand and supply insight.
  3. Recruitment and Onboarding
    1. Monitors the recruitment activities by updating the recruitment tracker on a daily basis, ensuring completeness of the information.
    2. Implements the recruitment and hiring system of HR, and recommends process improvements for sourcing and retention strategies.
    3. Monitors the employment schedules and contract periods of employees (e.g. employment start date, probationary period, end of contract, etc.), and makes sure that the necessary processes are complied with within a timely manner.
    4. Regularly updates the hiring units on the status of their request and works with the unit in coming up with alternative solutions on challenges encountered.
    5. Ensures that employee personnel records are up-to-date whenever there are internal applicants, and coordinates the necessary updating with the section in charge of employee records.
    6. Carries out recruitment process from sourcing, screening, initial interview and testing, job offers.
    7. Assists in the conduct of onboarding activities of new employees, monitoring/coordinating the smooth transition of the new employee during their first six months.
    8. Ensures that hiring units discuss their expectations properly with the new employee, and introduce them to the people they will need to closely work with.
    9. Drafts HR-related memos such as appointment papers, renewals, contracts, certifications
  4. Employee Attendance and Status
    1. Prepares and sends employees letters regarding the approval of their requests for leaves (e.g. vacation leave, emergency leave, sick leave, leave of absence without pay, maternity leave, paternity leave, etc), maintains attendance and leave records
    2. Prepares Monthly Attendance Reports, accumulated leaves and tardiness reports, overtime computations and submits to appropriate offices
  5. Performance Management
    1. Assists in the administration of the performance evaluation and promotion process of employees
    2. Coordinates with supervisors and administrators of the year-long supervisory plan (Goal Setting, Performance Monitoring, Mid-Year Performance Feedback, and Performance Monitoring) of their direct reports.
  6. Employee Development
    1. Assists in the development and design of HR programs & initiatives by
      • Researching and benchmarking HR trends
      • Drafting policies and initiatives
      • Conducting initial analysis of employee data to generate recommendations, guide decision-making, and support strategies & programs
      • Drafting communication plans to manage the dissemination of message/s and information to different stakeholders
    2. Assists in the conduct of career and learning development, and onboarding programs
      • Gathers data and drafts an initial design for a long-term learning development plan
      • Provides logistical support and coordinates the implementation of onboarding, learning, and development programs
  7. Employee Experience
    1. Assists employee concerns regarding payroll processes
    2. Assists in the development of internal recognition programs for employees
    3. Coordinates with the Office of Human Resource Management and Organization Development (OHRMOD) for University-wide HR programs/processes that affect personnel such as but not limited to the Annual Physical Exam, health card roadshow, University Service Awards.
    4. Attends to employment concerns and issues of employees, and relaying it to higher authorities, when necessary.
    5. Coordinates with Disciplinary Action Committee for meetings, investigation, and hearing schedule for personnel cases filed with the office.
    6. Updates the announcements and memos posted on the bulletin board ex. employee development opportunities, HR activities, and events, and coordinates with the community, as necessary
  8. Office Management Support
    1. Assists in compiling necessary materials for the annual budget request of the Office
    2. Drafts standard templates and dashboards, and prepares reports and presentations to management.
    3. Maintains, updates, and safeguards employment records of all personnel, ensuring the integrity and completeness of all information.
    4. Assists in monitoring, coordinating, implementing, and evaluating HR services and programs, keeping track of the deliverables, timelines, agreements, including possible sustainability measures.
    5. Oversees the coordination, logistical, and resource requirements of assigned projects and activities.
    6. Documents all meetings, proceedings, and events of HR.
    7. Ensures that guidelines are followed and necessary forms have been duly accomplished in connection with leaves, absences, overtime, appointments, renewals, and resignation and/or employment termination of any personnel.

I. Performs all other duties as may be reasonably required of the position, in accordance with the instructions of the Immediate Supervisor, and its duly authorized representative.

Minimum Qualifications

  • Bachelor’s degree in Psychology/Management or related course
  • A Master’s degree in Psychology or Business is an advantage
  • With at least 3 years relevant HR technical experience in the following areas:
    • training and development
    • workforce planning, recruitment & on-boarding
    • training, development, and formation
    • performance management
    • employee relations and engagement
    • employee discipline
  • Experience working in an academic setting, an advantage
  • Advanced knowledge on recruitment and selection, analytics, and various communication methods
  • Ability to conduct interviews, accurate assessments, and selection to determine the best plan for career development and training required.
  • Ability to connect and see the implications of actions to other systems/processes
  • Strong attention to detail
  • Critical and analytical thinking
  • Ability to manage multiple priorities as well as the flexibility to adapt
  • Excellent communication, interpersonal, partnering, negotiation skills
  • Ability to handle multiple projects at a time (attention to details & project management are must-haves)
  • Knowledge of various branding techniques and methodologies
  • Strong knowledge of presentations and several MS applications (Excel, PowerPoint, Visio etc.)
  • Strong MS Office knowledge especially in creating various reports in excel
  • Has a strong sense of urgency balanced with quality results-orientation
