Job Description

Under the supervision of the Dean, the Laboratory Safety and Regulatory Compliance Officer are responsible for occupational safety and regulatory compliance of SOSE with regard to its laboratory operations. The Laboratory Safety and Regulatory Compliance Officer coordinate with the different SOSE Departments and Centers, as well as other Loyola Schools offices and Central Administration Service Units to ensure smooth and safe operations of the science laboratories used for teaching and research.

Responsibilities:

  • Coordinates with the different SOSE LS and University Units in relation to:
    • Maintaining compliance of laboratory operations with government regulations such as those of Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA) and Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB), and Professional Regulation Commission (PRC). These include compliance with handling, dispensing, storage, and disposal of controlled chemicals, and chemical waste management and inventory duties.
    • Maintaining the complete, accurate and timely submission of inventories and reports to the PNP and PDEA for regulatory agencies.
    • Maintaining the proper, complete, and accurate inventory and proper storage of chemicals and hazardous wastes, in compliance with DENR-EMB regulations.
    • The proper categorization, labeling, recovery, recycling, and disposal of hazardous waste.
    • Maintaining safe practices and compliance with regulations as these become pertinent to SOSE operations (e.g. nuclear materials, new biological hazards).
    • Implementing system of checks, audits, and handling of violations (as authorized by the SOSE Dean and in coordination with the Department Chairs)
    • Participating in training programs to enhance job skills and maintain eligibility for PRC License and pollution control officer status.
    • Working with safety officers/laboratory coordinators of the SOSE departments to ensure compliance.
  • Building and Facilities Operations
    • Coordinates the monitoring of buildings and laboratories (acquisition of components, parts, and improvements, cleanliness, safety and security) and notifies the appropriate offices of needed minor and major improvement as well as improvements in operating procedures.
    • Assists in the supervision of building, facilities, electrical, plumbing, and other infrastructure work done by OFS or outside contractors to maintain compliance with laboratory safety needs and regulatory requirement.
  • Education Campaign
    • Organize safety and waste management training for SOSE faculty, staff and researchers, including examinations and other assessments.
    • Assists the SOSE Dean, Department Chairs, Center Directors and other members of the community in planning for safer laboratories
    • Monitors research-related safety and waste management concerns
  • Fiscal Duties and Responsibilities
    • Prepares budget for SOSE-wide safety and regulatory compliance expenses reports
    • Arranges for payment of fees associated with regulatory compliance such as permit fees

Minimum Qualifications

  • Graduate of any 4-year course, preferably BS Chemistry or Chemical Engineering, and with corresponding PRC license, or equivalent. A graduate degree would be an advantage
  • At least 5 years working experience in a laboratory environment. Additional experience preferred.
  • Accredited Pollution Control Officer, or ready to be trained and accredited as such
  • Knowledge of laboratory safety and waste management procedures
  • Proficient in Microsoft Office applications
  • Excellent oral and written communication skills
  • Basic accounting skills
  • Possesses good records-keeping and time management skills
  • Good attention to details
  • Team player
  • Exhibits good interpersonal skills, especially communicating with regulatory agencies and other stakeholders
  • Performs tasks assigned to him/her efficiently
  • Physically fit to perform laboratory-related tasks
