Job Description

Under the supervision of the Assistant to the Dean, the HR Officer I provides administrative and logistical support in areas of recruitment and hiring, performance management, rewards and recognition, learning and development, documentation of employee status and administrative support for teaching and non-teaching personnel.

  • Recruitment and Hiring
    • Implements the staff recruitment and hiring system of OHRMOD
    • Recommends improvements for the faculty recruitment and hiring system
    • Creates and maintains the personnel database including faculty pool of candidates for possible vacancies
    • Maintains the 201 files of non-teaching and teaching personnel
    • Assists in recruitment activities such as selection, job offer of faculty, staff and project employees selection
    • Provides logistical assistance in the onboarding activities of faculty, staff and casual employees
    • Coordinates with the OHRMOD, CFRAPA, and Offices/Coordinators for the initial assessment of faculty and staff on probation
    • Monitors contracts, faculty loads, payments, and benefits of faculty members
  • Employee Attendance and Status (Ensures that guidelines are followed and necessary forms have been duly accomplished in connection with leaves, absences, overtime, appointments, renewals and resignation and/or employment termination of any ASMPH personnel)
    • Prepares and sends administrators, faculty and staff letters regarding the approval of their requests for leaves (e.g. vacation leave, emergency leave, sick leave, leave of absence without pay, maternity leave, paternity leave, etc), maintains attendance and leave records
    • Prepares Monthly Attendance Reports (MAR), accumulated leaves and tardiness reports, overtime computations and submits to appropriate offices
  • Appointments and Renewals
    • Prepares Terms of References (TOR) / contracts, appointment papers of faculty members
    • Drafts letters of acceptance of resignation and early retirement of employees approved by the Associate Dean and Dean, and coordinates the necessary processes
    • Prepares a roster of faculty and staff for the school year for documentation and tracking purposes.
    • Prepares contracts for faculty pursuing graduate studies, faculty grant for international conferences, etc.
    • Updates the announcements and memos posted in the bulletin board ex. Faculty or staff development opportunities and other achievements of faculty and staff
    • Drafts and issues letters of good moral character, letters of recommendation, certifications for faculty, certificate of employment for faculty and staff in coordination with OHRMOD
  • Performance Management
    • Assists in the administration of the performance evaluation and promotion process of faculty and non-teaching employees
    • Assists the Committee on Faculty Rank and Permanent Appointment (CFRAPA) board by:
      • Preparing list of Probationary full time teachers (in their second year as full time) with their past ratings (3 years) to the Dean
      • Preparing individual rating forms and schedules faculty appointment with the Dean for discussion of ratings and the probationary process
    • Coordinates with OHRMOD and supervisors and administrators of the year-long supervisory plan (Goal Setting, Performance Monitoring, Mid-Year Performance Feedback, and Performance Monitoring) with their staff
  • Development Program
    • Develops training programs for the non-teaching staff together with the Assistants to the Associate Dean and Dean
    • Provides administrative and logistical support to the Faculty Development Committee, Medical Education Committee of ASMPH and implementation of development programs for faculty and staff
    • Documents all development interventions
    • Updates and keeps a record of development activities from materials used, session documents, and attendance of teaching and non-teaching personnel to the activities
  • Rewards & Recognition
    • Assists employee concerns regarding payroll processes
    • Assists in the development of internal recognition programs for employees
  • Documentation and Records Management
    • Maintains and updates employment records of all personnel
    • Safeguards confidential information and records
    • Maintains and updates internal employee 201 files, ensuring the completeness and accuracy of records.
  • Office Management Support
    • Assists the Assistant to the Dean and Assistant to the Associate Dean attend to employment concerns and issues of employees
    • Prepares materials for the annual budget request of the Office
    • Drafts correspondence and memos, as assigned
    • Coordinates with Disciplinary Action Committee for meetings, investigation and hearing schedule for personnel cases filed with the office
    • Coordinates with the Office of Human Resource Management and Organization Development (OHRMOD) for University-wide HR programs / processes that affect personnel such as but not limited to the Annual Physical Exam, health card roadshow, University Service Awards.
    • Keep tracks of Office and OHRMOD activities and events that relate to HR issues/concerns, and coordinates with the ASMPH community, as necessary
    • Performs other work related task that may be assigned by immediate supervisor

Minimum Qualifications

  • Bachelor’s degree holder
  • 5 years of HR work-related experience
  • Proficient in MS Office application
  • Excellent in planning and scheduling of activities
  • Organized and keen to details
  • Team player and with customer relations skills required
  • Ability to multitask
  • Can handle confidential information
  • Has commendable interpersonal skills
