Job Description

Reviews and monitors all requisitions assigned to the Capital Projects Section, covering the following product/ service categories:
- Sources for the following product/ service categories:
  - Office system furniture
  - Building equipment spare parts
  - ELJCC facilities management and preventive maintenance.
  - Construction projects above P2M
- Solicits/ documents vendor price quotations and evaluates quotes/ proposals received.
- Prepares Purchase Order/s based on technical and commercial evaluation; issues PO to vendor upon approval by Department/ Division Head.
Reviews comparative forms submitted by subordinates/s and approves Purchase Orders up to PHP 50,000.
Coordinates with end-users and/or requisitioning units regarding the details/ status of their requests/ projects.
Coordinates with operating units and handles all procurement-related concerns regarding the pre-bid, bid evaluation and bid award process.
Validates results of technical evaluation prepared by requisitions/ project owners.
Coordinates with suppliers/ contractors regarding order delivery/ project completion.
Plans. organizes , directs and coordinates the activities of the purchasers relative to the requirements for capital projects and facilities maintenance.
Surveys sources of suppliers of materials and contractor services and maintains a shortlist of qualified suppliers/ contractors.
Provides assistance in the maintenance of the Material Master database by validating and updating item descriptions/ specifications for facilities equipment & supplies.
Analyzes product or procurement history data and may decide on/ make recommendations regarding appropriate methods for accomplishing effective purchases and cost savings where applicable.
May develop contractual amendments and writes resolution documents to settle disputes, conflicts or problems with the original purchase agreement. Participates in the resolution of complaints/ concerns.
Manages the performance, as well as sees to the well-being and professional development of section personnel.
Monitors the performance of vendors and contractors.
Performs highly complex market research analysis through vendors' brochures, trade journals, and other technical material, and visits their plants or distributors as required.

Minimum Qualifications

BS Architecture or Civil/ Electrical/ Mechanical Engineering
Planning and forecasting skills
"High-level" negotiation skills,
Can read and analyze construction plans/ drawings and specifications,
Knowledgeable in construction materials and methodologies/ technologies.
Construction estimating skills, strong team-lead/ organizational skills, excellent communication skills combined with a positive customer service attitude
Proficiency in basic computer applications
Familiarity with FMS/ SAP an advantage
Exhibits and maintains the highest standards of honesty and integrity in all business relationships with internal and external customers
5 years experience in project/ construction management and construction procurement, 1 year of which should have been in a supervisory capacity.
