Job Description
The Planning, Cost, Procurement & Contracts Supervisor is responsible for the supervision and development of reliable & accurate cost estimates and construction programs for projects from development to delivery; manages and controls the overall cost generation process, details of suppliers, latest costing & construction technique, procurement of project machineries, equipment & other materials, taking full responsibility for accuracy of quantities, ensuring that all identified scope are included in the estimates as well as estimating unknowns and risks are identified and detailed that appropriate allowances are included.
The incumbent is also responsible for the approval of evaluation and making recommendations of costs and work done including management of re-measurement contracts and variations within active construction projects.
- Supervises the planning, prioritizing, producing and controlling estimate activities through all phases of project development and implementation in an efficient, productive, transparent and organized manner.
- Analyzes and evaluates plans, specifications and other project documentation to determine document how projects can be constructed in a cost efficient & timely manner.
- Ensures the commitments of the PCPC group are fulfilled. This includes the development and deployment of resources, the implementation and continual improvement of planning and cost standards, policies and procedures, and providing the primary customer with excellent service.
- Prepares and manages site working plans and schedules to prepare and deliver cost engineering/estimating deliverables; ensures all deliverables are reviewed for accuracy, completeness and quality before submission.
- Establishes key project development & construction deliverables, reporting mechanisms and timelines.
- Manages progress in accordance with these specific project development & delivery milestones. Conducts thorough research of materials, labor and equipment markets to ensure the collection of sufficient and reliable data with which to produce cost estimates.
- Conducts site visits and inspections to determine the validity of subordinate planning and cost engineer’s record field conditions including topography, accessibility, availability of materials and utility services, and difficulties which will affect the development & construction costs.
- Oversight and evaluation of costs and program analysis during the construction of projects including the evaluation of variations, measurement of materials and quantities and recommendations of work done for payments.
- Manages the application of advanced concepts and unique methods to quantify work condition impacts on costs.
- Manages the preparation of project cost estimates and construction programs, based on the latest data available, as appropriate to the current phase of the project.
- Coordinates and reviews all aspects of cost estimates with the design and construction engineers, ensuring projects are set up for success to meet estimates in line with scope, and proactively communicate with project management of potential risks and mitigation strategies to correct.
- Coordinates the assistance of subordinate planning and cost engineers to project managers and project team in developing Work Breakdown Structures (WBS) and project schedules.
- Ensures monitoring of project development costs from feasibility stage, through tendering stage, to the construction period and beyond.
- Directs the process of capturing actual project cost data to keep estimates ratio’s current so that future projects can benefit from applying real data as required.
- Provides managerial assistance in providing consistent methods in quantity take-offs, scope development and progress validation.
- Maintains consistent development and implementation of company templates so that estimates can be benchmarked against industries, businesses and current trends.
- Delegates the conduction of special studies to develop and establish standard hour and related cost data or to effect cost reduction.
- In a coordinated effort with the quality management group, develops quality standards and monitor compliance through all phases of projects for cost processes.
- Responsible for the procurement of project machineries, equipment and other materials.
Minimum Qualifications
- Must be a Licensed Civil Engineer
- Proficient in MS Word, Excel, MS Project, Power Point
- Knowledgeable in Planning and Cost, Cost Estimates, Procurement, Project Documentation
- With at least 3 years of leadership experience
- With at least 5 years of related work experience
- 1 vacant position available in Kibungan, Benguet
