Job Description

Position Summary:

This position is responsible for the supervision and coordination of the Plant’s coal handling operations, following established work procedures as well as equipment, safety, and environmental parameters to ensure a reliable and stable supply of specified coal for the Plant’s boiler operations.

This position is responsible for the supervision of diesel unloading and receiving, and the supervision and coordination of ash-handling operations to ensure the safe and efficient loading/unloading, and transport/transfer and the proper disposal of combustion by-products from pollution control devices.

Duties and Responsibilities:

  • Implements production requirements and evaluates current production estimates vs. targets as basis for planning and scheduling.
  • Schedules the loading of coal to silos for boiler operations, and the unloading of ash from fly ash silo according to set standards.
  • Oversees work of subordinates to ensure that all plant equipment and machinery as well as the plant premises within the area of responsibility are properly operated, checked, monitored, maintained, and cleaned according to standard operating procedures.
  • Coordinates with and supervises 3rd party contractors for the cleaning and housekeeping of the coal handling area.
  • Ensures that company policies, standard operating procedures, and prescribed rules and regulations are properly understood and complied with.
  • Observes proper procedures for shift turn-over between outgoing and incoming Coal Handling Supervisor to ensure smooth turn-over of responsibilities.
  • Maintains, reviews, verifies, analyzes, evaluates reports and log sheet data on actual condition and status of coal, ash, and sandstone/limestone silo operations for information and appropriate action.
  • Determines the cause of any deviation from standard operating values observed in SCADA or on-site and takes immediate corrective measures through appropriate operations personnel to restore operations stability.
  • Ensures that coal that has been delivered, received and processed conforms to specifications.
  • Recommends and/or implements measures to improve production methods, equipment performance, product quality, or efficiency.
  • Schedules coal handling equipment changeover to test equipment reliability.
  • Schedules and coordinates with the Maintenance Department on the timely preventive and corrective maintenance of equipment and machineries to ensure reliability and optimum performance at all times.
  • Coordinates with Power block, Chemical Laboratory, Maintenance and Safety and Pollution personnel on coal quality and environmental concerns.
  • Assists Operations Manager in determining manpower requirements of coal plant operations.
  • Arranges for personnel replacement in case of absence/s to avoid under-manning of operations.
  • Monitors work performance of subordinates, prepares and submits performance appraisal reports to identify their strengths and weaknesses, and recommends for training, as needed.
  • Trains, coaches, and motivates subordinates to ensure effective and efficient performance of their duties and responsibilities.
  • Determines and recommends the requisition of needed supplies, materials, and repair services.
  • Prepares and submits reportorial requirements on status and progress of Coal Plant operations for management information and decision-making.

Minimum Qualifications

  • Bachelor's degree in Mechanical or Electrical Engineering
  • Registered Mechanical or Electrical Engineer
  • At least 3 years of experience in coal handling operations
  • At lesat 2 years of experience in materials handling operation in industrial or power plant setting.
  • At least 1 year of leadership experience

  • Knowledge in coal handling plant operations and maintenance
  • Knowledge on coal quality standards - composition and physical attributes
  • Knowledge and application of safety and environmental laws and regulations
  • Ability to interpret and analyze data and make recommendations to management
  • Leadership and interpersonal skills
  • Administrative and Coordinating Skills
  • Above average communication skills both in verbal and writing.
  • Computer Skills and Proficiency in MS Office or similar software
