Job Description

Position Summary:

This position is primarily responsible for Traffics operation - ensuring the timely arrival of vessels at the loading ports and delivery of the coal fuel for the efficient operation of the power stations, as well as coordinating import documentation for shippers to the Logistics Specialists as well as negotiating / calculating vessel laytime.

Duties and Responsibilities:

  • Monitors the prices of coal and freight cost daily to recognize trends and to know when to solicit the fuel and vessel requirements. Prepares weekly reports containing the results of research and analysis, and the reasons for price variances and submits to Management.
  • Assists Commercial team in the conduct of coal supply and freight market solicitations/negotiations by preparing the supply and demand forecast based on the generation forecast provided by the Trading Group.
  • Assists Commercial team in the preparation of Terms of Reference for freight solicitations.
  • Programs the coal shipment schedule based on the generation forecast. Develops different scenario plans and cost impact to capture variances in generation forecasts.
  • Ensures that coal deliveries are done on time by coordinating with: a) Trading Group- to have constant updates on the dispatch forecast, b) Power Plant- for daily inventory report, c) Suppliers- to determine optimal shipment dates.
  • Monitors the condition of supplies by formulating accurate laydays/cancelling (laycan), making a projection of laycan based on the forecast provided by Trading Group. Negotiates with suppliers during emergency situations to adjust the LayCan.
  • Nominates to vessel owners the contracted vessel agents at loading and discharge ports.
  • Provides assistance, if needed in coordination with surveyors and import brokers on matters pertaining to coal shipments.
  • Oversees the documentation required for the shipment of coal, e.g. preparation of Letters of Credit, Application for Import Permit, Certificate of Compliance, Computation of Duties and Taxes, etc.
  • Assists the Team Leaders in monitoring local and international regulations related to coal importations.
  • Settlement of Demurrage/Despatch Accounts. Checks commercial invoice and other documents for accurate computation; updates Treasury for date of settlement; settles demurrage dispute and negotiates calculations for charges.

Minimum Qualifications

  • Bachelor's degree in Business, Mathematics, Engineering, or Supply Chain Management course.
  • At least 3 years experience in fuel procurement.
  • Preferably with experience in supply chain or logistics management.
