Job Description

This position is responsible for the planning, formulation, maintenance and improvement of the Emergency Preparedness and Response Procedure of the Company taking into significant considerations the Policy and the commitment of the Company to protect the Health and Safety of its employees and those of the others who will be affected by its business operations, to look after the environment, to protect the Company’s Assets from losses and damages and to comply in full against Legal Requirements and Other Requirements.

  • Plan, review, develop, implement and improve the Standard Emergency Preparedness and Response Procedure of the Facility taking into considerations the applicable legal requirements and other requirements, the current activities and the conditions of the Site, the subsequent communication and consultation with the members of the Operations, Maintenance, Security and SHE, the best practices in the industry and any previous comments from the associated Government Agencies.
  • Develops and updates the Safety Manual and Procedures.
  • Develops safety and emergency response training programs and initiatives.
  • Manages Safety and Emergency Response BU Wide Training Programs
  • Identify any applicable Legal Requirements and Other Requirements relating to the business operations of the organization and ensure full compliance.
  • Participate during the periodic SHE Committee
  • Meeting.
  • Plan and accomplish periodic emergency exercises. Evaluate the level of effectiveness of every emergency exercise.
  • Coordinate with the SHE Manager with regard to the required reporting of particular site emergencies to the concerned Government Agency.
  • Review the operational control measures in place regarding Fire Prevention. Recommend and implement fitting actions as necessary to improve the system. Keep and maintain official inspection records.
  • Perform regular inspections on the Fire Protection Devices, Tools and Equipment installed within the Facility in order to establish their reliability. Take into considerations the quantity, installations at strategic points, cleanliness, knowledge on how to raise the alarm, etc. Keep and maintain official inspection records.
  • Ensure balance distribution of ERT Members to cover both Day Shift and Night Shift Work Activities.
  • Accompany the Government Inspector(s) during the visit and inspections at the workplace. Review the findings, identify the root cause(s) of the spotted issue(s), formulate the Corrective and Preventive Action(s) and implement them accordingly for Continual Improvement(s). Communicate the details of the inspections, root causes, corrective and preventive actions, and the lessons learned to all concerned Staff and Employees.
  • Formulate Standard Inspection Checklists pertaining to the Fire Truck, Fire Alarm System, Fire-fighting tools and equipment, Spill Kits, etc. Plan and complete periodic inspections in order to check and confirm
  • their good working conditions.
  • Generate monthly report following the regular inspections and submit it to the SHE Manager for review and approval as necessary. Keep and maintain vital records in accordance with the Record Retention Policy of the Company and to satisfy both the Internal and External Auditing Requirements.
  • Identify the training needs/requirements of the members of the Emergency Response Team. Formulate an appropriate training plan. Provide the necessary training to the ERT Members either internally or by utilizing the services of a 3 rd Party Training Provider. Evaluate the effectiveness of the formulated Training Plan / Program and take the necessary adjustments. Assess the technical skills of the ERT Members and implement the necessary improvements which will lead them towards competency.

Minimum Qualifications

  • At least 3 years of experience as an ERT.
  • Bachelor of Science Degree.
  • Knowledge of safety, health and fire codes.
  • Knowledge of procedures and application of Emergency Preparedness and Responses.
