Job Description

BASIC FUNCTION OF COMPTROLLER:

The Finance Manager is accountable for the following key results areas: Credit and collection, General Accounting and taxation, cost accounting, management accounting, treasury, risk management operations of the company, to include the development of financial strategy, metrics tied to the strategy and ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results.

SPECIFIC ACCOUNTABILITIES:

  1. Planning
  • Capitalize on a strategic mindset in formulating the company’s future direction and supporting tactical initiatives
  • Insuring that the company’s vision is realized and profits are maximized
  • Develop financial and tax strategiesManage the capital request and budgeting processes

2. Financial operations and information

  • Develop and drive a financial strategy, metrics, tied to that strategy and control systems designed to preserve company assets and report accurate financial results
  • Lead the financial operations of the company and oversee the issuance of financial information
  • Personally review and approve all reports and documents to be submitted to Securities and Exchange Commission
  • Accountable in the preparation of reliable financial reports such as financial statements, income statement, balance sheet and trial balance and budget performance
  • Analyzes records of past and present operations, trends and costs, estimated and realized revenue to determine financial performance.
  • Inform and advise the Top Management any and all accounts that need to be written off to bad debt
  • Assists with the creation of the on-time annual financial plan, capital plan, etc.
  • Generates department or business unit budgets based on plans, and provides analysis of those budgets.
  • Interprets budgets and underlying budget assumptions.
  • Tracks performance according to plan and investigates variances.
  • Evaluates and provides timely and accurate analysis of budgets, financial reports and financial trends to the executive team, and prepare, present and communicate financials and corrective actions as needed to the board
  • Report financial results to the Top Management

3. Credit and Collection

  • Oversee the collection efforts for the company
  • Based on the monthly aging report, send collection letter to all clients with balances that are over 60 days past due to be duly coordinated with Business Strategy and Client Success Division
  • Works closely with the Billing Staff to implement processes and policies that contribute to accurate invoicing
  • Inform and advise the Top Management any and all accounts that need to be written off to bad debt
  • Assist in addressing ongoing client complaints concerning billing or service
  • Oversee the extension of credit to clients

General Accounting and taxation

  • Takes the lead in continuously improving the Companies accounting & internal control systems and monitors the implementation and maintenance of accounting policies and procedures
  • Maintains and controls the General Ledger accounts and business transactions of the company applying the GAAP (generally accepted accounting principles) that includes analytical work and thorough final preparation and consolidation and review of financial records
  • Oversee the processing and records of accounts payable transactions and ensure that all invoices and reimbursements are paid accurately and in accordance with the prepared finance and accounting policies and proceduresInsure processing of functional and benefits expense allocations, monthly accruals, amortization of prepaid expenses, fixed assets depreciation and recording of adjusting and reclassification journal entries, if necessary
  • Final preparation and analysis of the monthly budget/forecast to actual variance reports per program and division and department
  • Devise tax strategies to deter tax payments
  • Optimizes tax benefits and ensures tax avoidance & compliance with relevant laws, reviews tax returns, handles and monitors taxation issues which include dealing with the BIR top officersComplete required tax reporting in a timely manner
  • Negotiate with tax government agency over tax payment concerns and issues
  • Oversee the company’s general accounting processing systemsAdvise Top management regarding the tax impact of corporate strategies

Cost accounting

  • Support investment proposal calculations for major investments
  • Calculates price offers and evaluates price calculations done by other departments to insure profits are maximized
  • Develops various reports for management and businesses.
  • Conduct ongoing analysis of process constraints, target costing projects, margin analysis and tracing costs back to underlying activities
  • Construct and monitor cost- effect data accumulation systems needed to provide an appropriate level of costing information to Top Management
  • Update standard costs in the bill of services
  • Review standard and actual costs for inaccuracies
  • Report on margins by product/services and department
  • Report on periodic variances and their causes, focusing in particular on spending variances
  • Analyze capital budgeting requestPerform cost accumulation tasks

Treasury and Funding

  • Manage cash flow and forecasting.
  • Develop reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.
  • Optimize the handling of banking relationships and developing better ones to initiate appropriate strategies to enhance cash position
  • Supports the monthly closing process by analyzing preliminary P&L’s for errors and deviations to forecast.
  • Insure that sufficient funds are available to meet ongoing operational and capital investment requirements
  • Use hedging to mitigate financial risks related to the interest rates on the company's borrowings, as well as on its foreign exchange positions
  • Arrange for equity and debt financing.
  • Advise Top management on the liquidity aspects of its short- and long-range planning
  • Maintain a system of policies and procedures that impose an adequate level of control over treasury activities
  • Monitor cash balances and cash forecastsArrange for debt and equity financing
  • Manages and trains staff under him to insure the finance, accounting and treasury units is performing to the companies standards Invest fundsInvest pension funds

Risk Management

  • Construct and monitor reliable control systemsInsure that the company complies with all legal and regulatory requirementsInsure that record keeping meets the requirements of auditors and government agencies
  • Report risk issues to Top Management Maintain relations with external auditors and investigate their findings and recommendations
  • Financial Risk ManagementVendor/client reconciliation, quarter end audit, handling vendor/client queries escalations
  • Makes recommendations to top management to increase efficiency and/or effectiveness of the control systems of functions reviewed and performs target audits as requested by senior leadership team

Minimum Qualifications

  • Certified Public Accountant with post graduate units
  • Thirteen (13) to Eighteen (18) years of professional work experience in financial and management accounting
  • Three (3) years of responsible experience as Head of Finance and accounting department preferably in a shared- services company
  • Expert knowledge of generally accepted accounting principles (GAAP)Person of high planning and analysis skills
  • Possess high intellectual and emotional quotientPerson of competency and integrity
