    You need a programmer to hire a programmer. How else would you conduct the technical interview? There are tools non-tech people can use during the initial screening process. For example, automated programming tests like the ones on TestDome can be easily administered to many candidates simultaneously:
    But this is just the initial part of the screening process, like I said. It can be used to filter out those worth interviewing in detail – but this programming interview obviously needs to be done by an expert in the field in order to properly evaluate a candidates skill level.
